JOB SUMMARY
The IT Supervisor role oversees the Business Applications team within the Business Transformation Division of Lakewood’s IT Department. It’s a dynamic leadership position that blends technical oversight, strategic vendor management, and team supervision. The successful candidate will lead a team of five software engineers responsible for the city’s core business applications, will plan, coordinate, and evaluate the work performed by the Business Applications team, and report directly to the Business Transformation Division Manager. This role is responsible for providing the Business Transformation Manager with strategic insights into the applications portfolio to drive decisions regarding run, grow, transform investments.

MAJOR TASKS, DUTIES AND RESPONSIBILITIES ( This job description does not intend to list every function of the position.)
ESSENTIAL FUNCTIONS
Team Leadership & Technical Oversight : Lead a high-performing Business Applications team by providing mentorship, guidance, and consistent support. Foster a collaborative, results-driven environment that encourages innovation and professional growth. Use an agile, dynamic approach to manage team workload, assign and monitor resources, hire new staff when needed, evaluate performance, and deliver timely, constructive feedback. Provide technical direction across all phases of the application lifecycle, on SaaS and COTS solutions, integrations, and process automation using no-code/low-code platforms and balance the team’s workload between new project implementations and the ongoing support of existing platforms.
Management of Applications & Managed Services Providers : Support the Business Transformation Division’s goals to be a valued partner to the city by providing ongoing technical expertise and support to our applications portfolio, conducting research into technology advancements and aligning to emerging business needs, and delivering efficient, forward-thinking and practical solutions. Oversee performance of all systems, including core enterprise solutions such as Enterprise Resource Planning (ERP), IT Service Management (ITSM), Asset Management, Recreation Management, and other platforms. Act as a supervisor of and a primary point of contact for city business teams and external managed service providers, ensuring Service Level Agreements (SLAs) are met and performance is optimized.
Financial & Contractual Stewardship : Monitor and manage budgets for assigned business solutions, ensuring spend is accurately tracked against subscriptions and maintenance contracts. Partner with IT leadership and other city stakeholders to review, negotiate, and renew software contracts, ensuring the city receives maximum value. Identify citywide opportunities for future portfolio optimization and incorporate into departmental technology services roadmaps.
Cross-Functional Collaboration for an IT Team of One : Work closely with cross-functional teams including all levels of the Business Transformation Division, Operations Division and Security, Data and Privacy Division to develop holistic solutions to technical issues and drive cross-team and city engagement and technology adoption.
ADDITIONAL IMPORTANT FUNCTIONS
Prepares successional, organizational, development and workforce training plans for the team and evolves the Business Applications team with industry best practices, and in alignment with IT strategy.
Works with Division Managers and the department Budget Coordinator to support contract reviews, budget planning, and vendor management activities for software products and services.
Provides guidance and troubleshooting on major incident response and system continuity efforts when needed.
Participates in other technology-related projects, studies, and special projects.
Participates in strategic and operational governance processes.
Excellent interpersonal, verbal, and written communication and presentation skills with both technical and non-technical personnel at all levels.
Must be able to interact with others in a positive manner.

Supervision Received
Work is performed independently under general instructions and guidelines provided by the Business Transformation Division Manager and according to established policies.
Duties are a mix of supervision, strategic application planning, prioritization and rationalization, budget coordinator, technical analysis, and communications. A frequent level of interaction and communication with the Business Transformation Division Manager, Portfolio Management Office Supervisor, and other team members and City staff is required on most items.

ESSENTIAL QUALIFICATIONS (Knowledge, Skills and Abilities)
Education
Bachelor's degree in Computer Science, Information Systems, Software Engineering or related field or an equivalent combination of training and work experience is preferred.
Experience
Five years experience preferred in the following areas: software development, application solutions implementations, business relationship management, budget management, contract negotiation, project/product/portfolio management. Proven team leadership and/or supervisory experience preferred.
Licensure/Certification/Registration
Valid driver’s license and safe driving record preferred.
ITIL Foundations (v3 or above) certification or progress toward ITIL certification preferred.
PMP, Scrum Master, Scrum Product Owner , etc . preferred.
Other Knowledge, Skills and Abilities
Strong communication and interpersonal skills; demonstrated ability to build trust and mobilize a team to achieve a shared goal.
Top-notch organizational skills, a keen eye for detail while maintaining the “big picture” view , and a passion for organizational excellence.
Familiarity with enterprise software solutions including HR and FIN management (Workday preferred), asset management, records management, and content management, among others.
Familiarity with software engineering concepts and technologies, such that you can advise the team, including MS .Net, MS SQL Server, etc.
Understand ing and application of digital accessibility concepts and WCAG requirements to help bring robust digital experiences to all city residents.
Solid understanding of, and demonstrated experience using, industry standard work management tools:
ITSM tools like ServiceNow or equivalent.
Microsoft O365 Suite including Planner, Excel, PowerPoint, Word, Teams, SharePoint, etc.
Ability to work both independently and as a team member. Demonstrated ability to learn fast and be resourceful.
