What are the responsibilities and job description for the Developer - MuleSoft Integrations position at City of Lakeland, Civil Service?
The City of Lakeland desires to fill the role of Developer in the Department of Information Technology (DoIT). DoIT provides IT development and support throughout the City including general City operations, Utilities, and Public Safety.
This position participates as member of the integration support and development team and will provide platform support as well as develop integration fixes, enhancements, and new functionality.
The City uses MuleSoft primarily as its enterprise toolset and specialized skills are desirable along with platform experience with AWS.
MuleSoft Anypoint Studio experience (Mule 4, RAML, DataWeave 2.x)
CloudHub 2.0 deployment and management
Oracle and SQL Server integration experience
REST API development with some SOAP experience
Strong DataWeave transformation and mapping skills
Experience with JMS/queue-based integrations (e.g., Oracle AQ)
API Manager proficiency (Basic Auth, Client ID enforcement, rate limiting policies)
Strong troubleshooting, error handling, and log analysis in CloudHub 2.0
AWS architecture and design
AWS identity, networking, security, and resource provisioning
AWS Transit Gateway, Direct Connect, VPC, IAM Identity Center

- Develops detailed computer programs, systems, and processes related to City government and electric or water utilities
- Codes complex computer programs to achieve desired results.
- Tests, analyzes, and maintains assigned computer systems and programs.
- Provides a review of assigned systems and programs to ensure their correctness.
- Maintains necessary records and prepares reports and documentation.
- Supports industry-standard approaches to IT development, deployment, and risk mitigation.
- Supports continued IT process improvements through standardized industry models and competencies.
- May be required to work alternate hours as necessary for the efficient operation of the department.
- Position designated as Mission Critical.
ADDITIONAL FUNCTIONS
- Performs related work as required.
- Bachelor's degree from an accredited four (4) year college or university in Business Administration, Computer Science, or a closely related field
- Two (2) years of responsible experience in management information systems, including computer programming and system design.
SPECIAL REQUIREMENTS
- Experience with computer programs and systems involving government, business, or engineering preferred.
- Must possess a valid driver's license.
- Must maintain a valid telephone number.
- Must be able to attend meetings at locations other than primary work location.
- May be required to pass an elevated background check provided by the City of Lakeland Police Department upon hire.
- Thorough knowledge of two (2) or more current computer programming languages currently used by the City.
- Knowledge of standard software packages and computer hardware.
- Ability to learn the operation of the City, including its departments and their functions.
- Ability to stay abreast of new technology and apply it to meet the City's future needs.
- Ability to communicate verbally and in writing with other technical staff members and users.
- Ability to interact and maintain effective relationships with supervisors, subordinates, and other employees to accomplish the required tasks.
- Ability to learn additional programming skills and the ability to apply those skills effectively.
- Ability to analyze, troubleshoot and correct problems in complex computer systems.

WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS
- Requires sedentary work that involves walking or standing some of the time, exerting up to 10 pounds of force regularly, and routine keyboard operations.
- The job risks exposure to bright/dim lights with no significant environmental hazards.
- The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
