Airfield Maintenance Coordinator

This highly skilled position assists in planning, coordinating, and driving various activities and operations related to airfield and grounds maintenance.  Under supervision, this position directs the maintenance team's efforts, coordinating and overseeing routine maintenance and repairs to airport facilities, equipment, and grounds, ensuring compliance with all applicable rules and regulations, including, but not limited to, FAR Part 139. The individual must possess a high degree of initiative and independent judgment and provide solutions to maintenance challenges. The individual must be focused on the safety, functionality, and aesthetics of the airport and its various systems, while being willing to complete other duties as assigned. Work is performed under the general direction of a designated supervisor and checked for accuracy, quality, and the ability to complete work in a timely and cost-effective manner.
  • Assigns and directs subordinates' work activities, including scheduling.
  • Conducts initial and recurrent personnel training for maintenance activities and safe operating practices.
  • Conducts inspections of the airfield and airport grounds, ensuring satisfactory levels of service, repair, and maintenance, generating work orders as required.
  • Coordinates and assists with routine airfield maintenance, ensuring compliance with 14 CFR Part 139 and associated Federal Aviation Administration (FAA) Advisory Circulars, including painting airfield markings, signage repairs and installation, surface grading, FOD (Foreign Object Debris) removal, and pavement maintenance, among other tasks.
  • Coordinates and assists with preventive maintenance; installs, repairs, and troubleshoots electrical systems, including high-voltage airfield series circuits and components such as ground faults, circuit breakers, isolation transformers, splice kits, circuit boards, signage, and airfield lighting.
  • Coordinates and assists with grounds care, including mowing land and airside property with tractors, mowers, edgers, and other hand or power-driven equipment.
  • Coordinates and assists with advanced gardening and landscape maintenance, including irrigation installation and troubleshooting (clocks, valves, sprinkler heads), tree and brush clearing, pruning, and planting.
  • Coordinates and assists with stormwater system maintenance, including herbicide applications (mixing and applying), mowing, cleaning (removal of debris), and maintenance of crossings by roads and fence lines.   
  • Coordinates and assists with repairs for fence and gate (electric and manual), including replacement, relocation, and installation. 
  • Coordinates and assists with set-up for special events, which may include, but are not limited to, temporary markings, sweeping aprons, lighting, and signage installations/removal, and runway closures.
  • Coordinates and assists with emergency preparation and response following the airport's approved Airport Emergency Plan, including, but not limited to, hurricane preparation and aircraft recovery.
  • Coordinates and assists with airport construction activities, including isolating electrical circuits, escorting contractors and utility locates, and installing protective low-profile barricades, among other tasks.
  • Oversees preventative maintenance and repairs of small, medium, and large equipment, including cleaning grounds care equipment and routine operator inspections.
  • Provides and coordinates escorts for contractors and vendors needing access to airport facilities.
  • Acts as liaison between the airport and other private and governmental entities as necessary.
  • Prepares and maintains appropriate maintenance records and reports.
  • Researches and compiles data as the basis for reports and recommendations, analyzing specific maintenance areas as assigned, and providing recommendations and assistance with proposed solutions and/or alternate methods or procedures.
  • Required to work overtime or alternate hours as necessary for the efficient operation of the airport.
  • May be required to participate in and/or facilitate training to support departmental or City initiatives and requirements. 
  • Ability to work a rotating shift and a rotating on-call schedule and be available for response to after-hour emergencies. 
  • Position is designated as Mission Critical.
  • High school diploma from an accredited school or a GED.
  • Three years of experience in general labor and grounds maintenance work, including one year of experience in general labor and grounds maintenance work at an airport certified under FAR Part 139.

SPECIAL REQUIREMENTS:
  • Must possess and maintain a valid driver's license.
  • Must possess and maintain a valid telephone number.
  • Must pass a ten-year fingerprint-based criminal history records check (CHRC) and security threat assessment (STA) ongoing.
  • May be required to pass an elevated background check provided by the City of Lakeland Police Department upon hire.
  • May be required to possess a State of Florida Restricted Pesticide license.
  • May be required to obtain the Airport Certified Employee (ACE) – Airfield Lighting Maintenance certification from the American Association of Airport Executives (AAAE).  
KNOWLEDGE:
  • Federal rules and regulations, including but not limited to 14 CFR Part 139, relating to airport operations, maintenance, and construction, and applying those standards to assigned tasks.
  • Best practices and techniques for airfield, grounds, building, and equipment maintenance, applying those standards to assigned tasks.
  • Airfield communications procedures, navigational aids, and meteorological phenomena.

ABILITIES:
  • Perform light, medium, and heavy manual labor for prolonged periods, often under adverse weather conditions.
  • Perform various manual tasks, including but not limited to minor repairs to equipment, preventative maintenance on vehicles, and minor adjustments to correct performance malfunctions in the field.
  • Understand and apply safe practices in operating equipment, hand, and power tools.
  • Interpret and work from blueprints, shop drawings, and sketches. Keeping records as required.
  • Coordinate the work of contractors and consultants.
  • Communicate clearly and effectively both orally and in writing.
  • Write reports and provide documented recommendations.
  • Establish and maintain effective working relations with airport users, tenants, contractors, governmental agencies, and the public.
  • Use computer-based applications, including but not limited to the operation of Microsoft Office (Word and Excel) and other online applications for work order tracking. 

WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS:
  • Heavy work that involves walking or standing most of the time, lifting, shoveling, bending, and the ability to carry up to 100 pounds regularly and recurrently.
  • Sedentary work when operating various equipment and completing maintenance records (logs).   
  • Ability to enter and exit various types of equipment.
  • Working in crawl spaces and at significant heights, including climbing up and down ladders and stairs.
  • Exposure to hot/cold temperatures, adverse weather, wet/humid conditions, disease, pathogens, extreme noise levels, traffic, toxic/caustic chemicals, fumes, noxious odors, moving machinery, heights, dust, and pollen.
  • Normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
