Summary of Position
Under the direct supervision of the Street Maintenance/Construction Foreperson or their designated representative, the Street Construction Technician performs skilled maintenance and construction activities related to the installation, repair, and upkeep of public streets, alleys, rights-of-way (R.O.W.), sidewalks, and similar areas.

This position is responsible for general street maintenance and construction duties, including operating light equipment, using hand tools, and assisting with traffic control to ensure safe work zones. Work may involve rotational on-call weekend schedules and occasional overtime due to the nature of the position. The incumbent is also considered a member of the City’s Emergency Response Team.

Essential Functions
  • Perform a variety of manual, skilled, and semi-skilled street construction and maintenance tasks, including trenching, concrete placement and finishing, asphalt patching, curb repair, striping/pavement markings, painting, litter abatement, and material handling
  • Operate light and medium equipment such as skid loaders, rollers, compactors, saws, and occasionally heavy equipment including dump trucks, backhoes, graders, and loaders
  • Set up traffic control devices, fabricate and install street signs, traffic signal maintenance, and assist with streetlight repairs
  • Complete routine street maintenance assignments independently, including minor street repairs, right-of-way upkeep, and sidewalk maintenance
  • Maintain and store tools and equipment; perform minor repairs and routine maintenance on assigned equipment
  • Keep simple records and interpret basic directions and sketches
  • Participate in emergency response activities such as traffic control, sandbagging, and emergency repairs to public facilities
  • Assist other Public Works divisions and city departments with general maintenance projects as needed
  • May occasionally serve in a lead role on specific assignments
  • Perform other duties as assigned
Knowledge, Skills and Abilities
  • Knowledge of methods, tools, and equipment used in the assigned trade or maintenance area
  • Knowledge of tools, equipment, and procedures used in related Public Works functions
  • Knowledge of safe and effective operation and maintenance of Public Works machinery and equipment
  • Knowledge of materials management practices, including tracking usage and identifying material needs
  • Knowledge of written procedures, safety regulations, and the ability to interpret manuals and instructions accurately
  • Skills in reading and interpreting safety rules, operating procedures, and maintenance instructions
  • Skills in writing routine reports and correspondence clearly and concisely
  • Skills in verbal communication with coworkers, supervisors, and the general public
  • Skills in organizing tasks, managing time effectively, and meeting productivity standards
  • Skills in operating a variety of hand tools, power tools, and light to medium equipment safely and efficiently
  • Ability to follow policies, procedures, and supervisory instructions
  • Ability to apply sound judgment and include appropriate personnel in decision-making processes.
  • Ability to work independently and complete assigned tasks without direct supervision
  • Ability to observe and adhere to safety and security procedures, including proper equipment use and hazard reporting
  • Ability to adapt to changing work environments, schedules, and priorities
  • Abilities to maintain punctual and consistent attendance and arrive on time for meetings and assignments
Minimum Qualifications
  • Must have, or be able to obtain within 90 days of hire, a valid Texas Driver’s License and eligible for coverage under the City of Kyle’s vehicle insurance provider
  • High School Diploma or GED
  • At least one year of experience in street maintenance, public works, construction operations, or related field
  • Class A CDL, or must obtain within six months of date of hire
  • Reliable transportation, and living within 45 minutes of the department
Preferred Qualifications
  • Prior experience working for a city, county, or other governmental entity in street construction, street maintenance, or public works
