Position Summary
- The Executive Director serves as the chief executive oficer of the Kyle Housing Authority and is appointed by, reports directly to, and serves at the pleasure of the Board of Commissioners. The Executive Director is responsible for the overall administration of the Authority, including strategic leadership, fiscal management, housing operations, regulatory compliance, personnel administration, and implementation of Board policy.
- The Kyle Housing Authority currently administers a portfolio of affordable housing units and/or housing assistance programs that are expected to evolve over time. The Executive Director will provide strategic leadership for the Authority's existing operations while preparing the organization for future growth, redevelopment opportunities, and potential expansion of housing programs and services.
Essential Duties and Responsibilities
- Implement policies established by the Board of Commissioners.
- Direct all Housing Authority operations and HUD-assisted housing programs.
- Ensure compliance with all HUD regulations and applicable federal, state, and local laws.
- Develop and administer annual operating and capital budgets.
- Oversee procurement, contracts, audits, and financial reporting.
- Supervise, hire, evaluate, and develop Housing Authority staff.
- Oversee maintenance, modernization, and capital improvement activities.
- Develop partnerships and pursue affordable housing opportunities.
- Prepare Board agendas, reports, recommendations, and strategic plans.
- Serve as the Authority's of official representative with HUD, governmental agencies, residents, and community organizations.
- Perform other duties as assigned by the Board of Commissioners.
Knowledge, Skills and Abilities
- Knowledge of HUD programs, affordable housing administration, budgeting, procurement, and public administration.
- Strong leadership, organizational, financial, interpersonal, and communication skills.
- Ability to build productive relationships with the Board, residents, staff, and community partners.
Requirements
Minimum Qualifications
Bachelor's degree in Public Administration, Business Administration, Finance, Urban Planning, Housing, or a closely related field or an equivalent combination of education and experience. Four (4) years of directly related professional experience may substitute for the required bachelor's degree
Minimum of five (5) years of progressively responsible executive or senior management experience, including at least three (3) years supervising staff.
Preferred Qualifications
- Experience in public housing, affordable housing, local government, or a closely related field is strongly preferred.
- Master's degree and HUD or public housing certifications are preferred.

Board Appointment
The Executive Director is appointed by and serves at the pleasure of the Board of Commissioners. The Board retains sole authority to hire, establish compensation for, evaluate, discipline, and remove the Executive Director.
