General Statement
The Code Compliance Technician or Code Enforcement Officer performs professional field inspections, investigations, and public education to ensure compliance with City of Kyle ordinances, adopted codes, and applicable State regulations. This position works in response to complaints addressing property maintenance, zoning, health, nuisance, and environmental violations. Officers serve as ambassadors of the city by balancing enforcement with education, promoting voluntary compliance, and maintaining a positive and safe community environment.
$24.44 Minimum Starting Base Pay* and Competitive Benefits. *Eligible experience, education, and expertise may provide a greater starting base pay within the full pay range.

Essential Duties & Responsibilities
- Conduct complaint-based inspections to identify and verify code violations including high weeds, junk and debris, illegal dumping, inoperative vehicles, signage, and zoning issues.
- Respond to service requests received via Kyle 311 or internal referrals, ensuring timely and professional follow-up.
- Educate property owners, tenants, and businesses regarding City ordinances, corrective actions, and compliance timelines.
- Prepare and issue Warning Notices, Notices of Violation, Certified Notices, and submit complaints to Municipal Court consistent with departmental policy.
- Document all investigations with detailed reports, photographs, and correspondence using the City’s electronic case-management systems (Tyler & 311).
- Perform re-inspections and determine the next steps for unresolved or repeat violations.
- Coordinate and collaborate with Building Inspection, Beautification, Public Works, Fire, Police, Planning, Hays County Environmental Enforcement, and TDS as cases require.
- Investigate illegal dumping, substandard structures, and environmental hazards, ensuring appropriate interdepartmental referral or abatement.
- Testify in Municipal Court as needed, presenting clear and factual case documentation.
- Participate in community outreach, education campaigns, and neighborhood meetings to build public awareness of City standards.
- Attend required training and continuing education to maintain professional certification and stay current with code updates.
- Perform other related duties as assigned to support City and departmental objectives.
Minimum / Preferred Qualifications, Experience, and/or Certifications Required
The qualified individual will join our team as either a Code Enforcement Technician or a Code Enforcement Officer**, depending on experience and certification listed below.
To be hired as a Code Compliance Technician, the candidate must have:
- High School Diploma or G.E.D. and;
- Minimum of one (1) year of experience in code enforcement, law enforcement, building inspection, customer service, or related municipal field.
- Must obtain a Texas Department of Licensing and Regulation (TDLR) Code Enforcement Officer License within two (2) years of hire.
- Must pass an extensive background check.
- Valid Texas Driver’s License and eligibility for coverage under the City’s insurance policy.
Knowledge, Skills and Abilities
- Knowledge of municipal ordinances, zoning regulations, property maintenance codes, and court procedures.
- Knowledge of construction materials, methods, and inspection techniques.
- Proficiency in Microsoft Office Suite, case management, and mobile inspection software.
- Skill in written and verbal communication, report preparation, conflict resolution, and de-escalation.
- Ability to interpret regulations, analyze situations objectively, and apply sound judgment in enforcement decisions.
- Ability to handle multiple priorities and work independently in a fast-paced field environment.
- Ability to establish cooperative relationships with the public and other departments.
- Ability to maintain composure and professionalism in stressful or confrontational situations.
Physical Demands and Working Conditions:
- Regularly required to walk, stand, climb, stoop, kneel, and operate a vehicle on varied terrain.
- Must occasionally lift or move objects up to 50 pounds.
- Frequent exposure to outdoor conditions including heat, cold, uneven ground, insects, and potential contact with waste or hazardous materials.
- May encounter irate or distressed individuals; must use appropriate safety and de-escalation practices.
- Work is performed both indoors (office environment) and outdoors (field inspections).
Employment with the City of Kyle is contingent upon the outcome of record checks and verifications including, but not limited to, criminal history, driving records, education records, employment verifications, reference checks, and employment eligibility verifications. Selected candidates for positions will be subject to a background investigation and to pre-employment drug screen, depending on the position, may require a physical assessment upon a conditional job offer.
