PRIMARY PURPOSE:

 

Inspect new construction and alteration of existing structures (commercial and residential) for compliance to zoning, building, plumbing, electrical, mechanical, property maintenance and housing codes. Inspect residential dwellings and commercial properties for compliance with property maintenance codes for re-occupancy permits.  Investigate complaints of property maintenance and zoning code violations by inspection of property and analysis of agency and department reports.  Testify in court regarding inspections and code requirements. 

DESCRIPTION OF WORK:  ESSENTIAL FUNCTIONS

  1. Coordinate and perform inspections of new and alterations to existing structures to ensure compliance with the building, plumbing, mechanical, electrical and zoning codes, ordinances and approved plans. Perform occupancy inspections of residential and commercial structures for compliance with the property maintenance code.
  2. Investigate complaints of structures or properties to ensure compliance with the property maintenance code, building, plumbing, mechanical, and electrical or zoning codes and all other adopted codes and ordinances.
  3. Prepare written reports to document the results of inspections and investigations, by typing, writing, and/or entering data in a computer.
  4. Prepare self-explanatory professional letters and notices to inform property owners or responsible parties of results of inspections.
  5. Make follow-up inspection(s) to determine compliance with all codes as necessary.
  6. Wear all safety equipment as the circumstances require. Use all safety devices required by the City of Kirkwood Policies.
  7. Answer inquiries from the general public, property owners, contractors and City staff regarding results of inspections and status of code compliance.
  8. Prepare and maintain detailed, consistent and precise reports and files on inspection results by typing, writing, and using a personal computer with Microsoft Word processing software and other software.
  9. Read and understand all applicable building, plumbing, mechanical and electrical codes, housing codes, zoning code, City code of ordinances, written instructions, plans, specifications, and technical information.
  10. Operate computers, word processors, copy machines, fax machines, cell phone, mobile radio and auxiliary equipment to maintain records, prepare reports, prepare letters, maintain communication and distribute information.
  11. Make decisions within limits of authority and in compliance with City codes and departmental policies regarding appropriate action.
  12. Maintain a valid Missouri driver's license and safely operate any City vehicle.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  1.  Two years' experience in building, plumbing, mechanical, residential electrical inspections or related field. Education and/or training may be substituted for experience on an equal time basis.
  2. Valid Driver's License.
  3. International Code Council (ICC) certifications as a certified Residential Building inspector (or must be obtained within 12 months of employment).

 

Salary : $68,052 - $81,662
