General Statement of Job

The Fleet Services Director supervises staff responsible for performing complex, skilled repair and maintenance functions on City vehicles and equipment. Develops and implements preventive maintenance programs; prepares reports; coordinates purchases with vendors; assures repair and maintenance functions are properly performed; and performs other administrative functions. Maintains fleet vehicles and equipment.

Specific Duties and Responsibilities

Essential Functions:

Carries out supervisory responsibility in accordance with policies, procedures, and applicable laws.

Interviews, recommends, hires, and trains staff; plans, assigns, and directs work; appraises performance; rewards and disciplines employees; and addresses complaints and resolves problems.

Develops and implements preventive maintenance programs for vehicles and equipment.

Reviews repair and maintenance requests and assigns work to staff. Assures repairs are properly performed and equipment is operable.

Coordinates vehicle, parts, and supply purchases.

Researches prices, contacts vendors to determine availability, places orders, and maintains inventory and related records.

Performs various skilled mechanical functions, including: inspecting, diagnosing, and locating malfunctions; diagnosing problems; fabricating and welding parts; and repairing or replacing rear ends, clutches, brakes, hydraulic systems, or other damaged parts.

Performs preventive maintenance functions such as tune-ups, oil changes, air conditioning, servicing, and lubricating equipment.

Maintains daily logs and files on equipment and services rendered.

Checks, repairs, or replaces tires as needed.

Performs road services including towing vehicles and road testing to assure reliability and safety.

Restores equipment including the installation of body panels.

Checks and repairs suspension and performs wheel alignments.

Sharpens equipment blades.

Refuels and checks vehicles in and out and delivers fuel to plants and equipment.

Maintains and upgrades technical knowledge, skills, and development by reading trade publications.

Performs routine garage shop maintenance.

Perform duties as assigned.

Qualification Requirements

  • High School diploma or GED and five years of progressively responsible related experience; or any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
  • Ability to use hand tools, computers, power tools, paint guns, welding equipment, forklifts, torches, vehicles, vehicle lifts, grinders, diagnostic tools, jacks, and air guns.
  • Requires a valid driver’s license.
  • Knowledge of staff supervision and activities.
  • Knowledge of policies, procedures, and departmental operating standards in assigned department.
  • Knowledge of methods, tools, and equipment utilized in the repair and maintenance of a wide variety of vehicles and equipment.
  • Knowledge of hydraulics, electrical systems, and gas and diesel engines.
  • Knowledge of fabrication and welding techniques.
  • Knowledge of basic paint and body repair.
  • Knowledge of recordkeeping, report preparation, filing methods, and records management techniques.
  • Knowledge of standard business arithmetic, including percentages and decimals.
  • Ability to plan, organize, assign, direct, review, and evaluate the work of staff.
  • Ability to select and motivate staff and provide for their training and professional development.
  • Ability to troubleshoot, diagnose, and repair a variety of vehicles and equipment.
  • Knowledge of using electronic test equipment.
  • Ability to operate and maintain all assigned equipment required to perform the essential functions of the job.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to understand and carry out oral and written instructions, giving close attention to detail and accuracy.
  • Ability to write simple correspondences.
  • Ability to read and interpret documents such as safety rules, operation and maintenance instructions, procedure manuals, and so forth.
  • Ability to deal with problems involving several concrete variables in standardized situations.

Working Conditions and Physical Abilities

While performing the essential functions of this job, the incumbent is regularly required to sit; use hands to finger, handle, or feel objects; ascend and descend stairs, ladders, ramps, etc.; climb on and off equipment; move about on hands and knees; bend body downward and forward, requiring full use of the lower extremities and back muscles; reach with hands and arms; speak and hear; use color and sound perception; and push, pull and/or lift 25 to 50 pounds frequently and up to 100 pounds occasionally.

Work is performed in a garage exposing the incumbent to various atmospheric conditions; conditions such as fumes, noxious odors, dusts, mists, gases and poor ventilation that affect the respiratory system, eyes or the skin; possible bodily injury from moving mechanical parts of equipment, tools, or machinery, toxic or caustic chemicals, and/or risk of electrical shock.

The incumbent's working conditions are typically loud.
