Develops and coordinates programs related to Kingman Municipal Airport property, special events, and tenant relations. Supports the negotiation, implementation, and coordination of revenue- generating contracts and leases in both aviation and non-aviation sectors, as well as oversees the management and development of real property. Engages in professional and advanced administrative work focused on cultivating and sustaining positive working relationships within the business and airport community. This entails promoting the utilization of services and administration programs offered by the City Airport and Industrial Park, strengthening partnerships with local employers and Airport users, enhancing awareness of resources provided by the Public Works and Economic Development Departments, aligning with federal and state performance standards for employer services, and delivering tailored business services to help them achieve their objectives and goals.

SUPERVISION RECEIVED

Work is performed under the direction of the Airport General Manager. It is expected that the employee will demonstrate initiative and exercise independent judgment when planning, coordinating, and monitoring program activities. This should be done in strict adherence to established policies, procedures, regulations, and requirements, and in the cultivation and maintenance of positive working relationships.

SUPERVISION EXERCISED

Provides general supervision and direction to Airport employees and administrative staff, as assigned; serves as the designated supervisor for administrative staff in the absence of the Airport General Manager.

Education And Experience

  • Completion of Bachelor’s Degree Business, Public Administration, Aviation Management, Marketing or other closely related field desired AND Two (2) or more years of progressively responsible related experience providing complex administrative support and management assistance, preferably working in a similar role and/or field.
  • OR High School Diploma or GED, supplemented with some related college level training AND Six (6) years of progressively responsible related experience providing complex administrative support, management assistance, and property management (preferably working in a similar role and department).
  • OR Any combination of experience and training which demonstrates the knowledge and experience to perform the work.

  • Demonstrated proficiency in overseeing substantial projects involving numerous stakeholders.
  • Proven expertise in airport property management and leasing development.
  • A track record of effectively executing, ensuring compliance, and managing contracts.
  • Proficiency in navigating public procurement procedures.

Special Requirements

  • Must possess a valid Arizona State driver’s license or have the ability to obtain one prior to employment
  • Must be physically capable of moving about on construction work sites
  • Must be available to attend after hours meetings – occasionally.

  • Coordinating, negotiating, preparing, and supervising the creation of leases, licenses, contracts, and specifications for services and facilities at the Kingman Municipal Airport and Industrial Park.
  • Contracting for, or reviewing, property appraisals, legal descriptions, site plans, inspections, environmental assessments, and surveys.
  • Implementing and overseeing airport property management programs, including property maintenance and signage, and assisting the Economic Development team with marketing available sites.
  • Coordinating move-in and move-out inspections in collaboration with Operations and Maintenance Staff.
  • Reviewing and resolving disputes related to based and stored aircraft information, and following state procedures for the disposal of abandoned aircraft when necessary.
  • Investigating and contributing to the resolution of tenant or public complaints.
  • Ensuring tenant compliance with existing lease requirements.
  • Establishing standardization of ground and facility leases, coordinating insurance requirements with the City Risk Manager, and creating lease modifications when necessary.
  • Collaborating with the City's Department of Finance to address outstanding balances.
  • Preparing Request for Proposals for the lease of both Aeronautical and Non-Aeronautical Property.
  • Assisting in the evaluation of private project development plans to ensure compliance with codes, regulations, and standards, as well as the adequacy of permit applications and adherence to approved plans. This includes interpreting City ordinances related to department services and proposing procedures for operational efficiency and effectiveness.
  • Supporting the Airport General Manager in providing technical information to the Economic Development team for use in the airport and industrial park marketing program.
  • Reviewing and providing advice on fees to ensure competitiveness with other airports in the area.
  • Maintaining and updating the Airport website to provide current and relevant information to the public and stakeholders.
  • Coordinating special events and tours held on airport property with tenants and City Staff.
  • Communicating and conducting oneself in a professional manner when interacting with the public, co-workers, and other contacts.
  • Assists in the review of private project development plans for compliance with codes, regulations, and standards, adequacy of applications for permits, grants and compliance with approved plans. Interprets City ordinances relating to department services and recommends procedures to improve efficiency and effectiveness of operations.
  • Assists in the coordination of required advertising for bids, reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants, and the selection criteria.
  • Drafts, formats and prepares a variety of documents, including custom financial reports, charts, contracts and manuals and assists in the preparation of quarterly and/or annual reports.
  • Monitors contracts and agreements for outside services to ensure compliance and proper billing.
  • Assists in preparation and coordination of department budget; prepares cost estimates for budget recommendations and/or complex projects; maintains budget files; tracks and reconciles departmental budget accounts, expenditures, transactions, financial statements and reports; investigates discrepancies; estimates expenditures; updates management on budget problems, policies and procedures.
  • Provides general supervision and direction to Airport employees and administrative staff, as assigned; serves as the designated supervisor for administrative staff in the absence of the Airport General Manager.

Regular contact with department staff, participants, associate personnel, other city departments, Federal, State, and local agencies, other outside agencies, members of the business community, and the general public to provide explanation of Airport and Economic Development program services, facilitate partnership-building, respond to inquiries, coordinate activities, and promote programs and partnerships.

  • Prefer functional knowledge of aviation industry rules, regulations and procedures.
  • Working knowledge of public administration principles, practices and methods as applicable to a municipal setting; Applicable City, State and Federal policies, laws and regulations affecting department activities.
  • General bookkeeping, accounting and budgeting principles and practices and cash handling processes.
  • Successfully operate listed tools and equipment, properly and safely.
  • Reading and interpreting data, manuals and specifications.
  • Assessing and prioritizing multiple tasks, projects and demands.

  • Troubleshooting and analyze problems and develop creative solutions.

  • Provide exceptional customer service.
  • Utilizing a computer and relevant software applications.
  • Demonstrate proficiency to prepare work orders, documents, spreadsheets, databases, presentations, bids, request for quotes and related documentation.
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
  • Ability to prepare, organize and maintain engineering, public works and utility billing field and office data, reports and systems.
  • Effectively communicate complex technical information, orally and in writing, to contractors, developers, property owners, employees, consultants, other governmental agency representatives, City officials and the general public;
  • Establish and maintain effective and accurate records and filing systems; maintain effective and accurate accounting procedures; gather, research and interpret data.
  • Write memoranda, correspondence, reports and produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar; interpret rules, regulations, and policies and make decisions based upon them.
  • Maintain confidentiality of information.
  • Perform basic mathematical calculations.
