Classification Summary

General Statement of Duties:

Under general supervision, a General Craftsworker performs a variety of work, including installation, inspection, maintenance, and repair of various wastewater system components. Performs wastewater sampling, monitoring, reporting, or other work as required to assure proper performance and conformance with program guidelines, criteria, and City specifications. Performs related work as required. Work hours are varied and include on-call, overtime work, including evenings and weekends.

Distinguishing Features Of The Class

A General Craftsworker performs a wide variety of skilled, semi-skilled, and general work in one of the utility or plant divisions of the Public Works Department, and may be temporarily assigned to other departments within the City as required. Must possess the skills, knowledge, and physical capabilities to perform the duties of the position and must comply with City and department policies, procedures, and methods at all times. Must demonstrate an ability to work independently with minimal direct supervision. Must plan the details necessary to carry out assignments, use considerable initiative in identifying and resolving problems, and perform related work as required.

Required

A General Craftsworker is distinguished from a lower-level Maintenance Craftsworker by possessing greater technical skills and knowledge, and by performing more difficult tasks. A General Craftsworker provides general oversight to Maintenance Craftsworkers and may train, supervise, and direct the work of part-time or seasonal workers. May be required to perform any work ordinarily performed by Maintenance Craftsworkers.Wastewater Collection:

Oversees and operates wastewater television inspection equipment to identify obstructions and determine the condition of sewer mains and laterals; records inspection findings, diagnoses problems, prepares and submits verbal and written reports on the results of inspections; maintains and repairs television inspection equipment; serves as leader responsible for directing and participating in television inspections and related maintenance and repair projects; directs, as a working lead person, installation and repair work involving side sewer taps, manhole rebuilding, cleaning sewers and repairing broken sections of sewer lines; inspects repairs, operates and maintains sewage pumping stations; inspects and replaces packing, seals and other worn parts of sewage pumping units; responds to trouble calls and take corrective action; uses considerable independent judgment in resolving problems related to sewer stoppages; submits verbal and written reports on sewer maintenance activities; locates underground city utilities with locate equipment; drives and operates the continuous sewer rodder, dump truck, backhoe, combination cleaner units, CCTV inspection van and other sewer maintenance equipment; identifies and marks all underground utilities, telemetry, street lights, force sewer mains; redlines all untraceable lines; reports all work within 200 feet of traffic signal, sewer lift stations or booster stations to the appropriate personnel; determines if receiving equipment for locates sent from One Call Center is operating properly and reports deficiencies; contacts the appropriate person or entity requesting locate to clarify instructions that are incomplete, inaccurate or overly broad descriptions; determines the scope of work needed on large or complex projects with notice of intents, construction plans or utility plans from the City or other utilities; determines work priority of locate requests when deadlines cannot be met; orders all supplies required for utility locating; uses Eden software to obtain appropriate information related to assigned programs; generates maps and inputs data into the GIS system; uses Asset Management software and online locate ticket management applications to generate and close out work orders and locate tickets; generates maps and inputs data into the GIS system; uses Asset Management software to generate and close out work orders and other data acquisition and submittals; assists other Divisions to remove snow and ice on City streets, parking lots and sidewalks as needed; and performs related work and weekend, on-call and overtime work as required.Regardless of level, a General Craftsworker must meet the following minimum qualifications: must possess a high school diploma or G.E.D. and at least two (2) or more years of experience in general maintenance of a Wastewater Treatment Plant or sewer system of equivalent capacity, or an equivalent combination of education and experience. Must demonstrate knowledge of the methods, tools, materials, and practices involved in the installation, repair, service, and construction of sewer lines and related equipment; ability to read and interpret maps, plans, blueprints, and similar engineering drawings; ability to operate all equipment required of the position; ability to operate heavy equipment as a relief operator as needed; and knowledge of safety and traffic control procedures. Must demonstrate ability to work independently, identifying problems, and exercising considerable initiative in making needed repairs; ability to establish and maintain good working relationships with the general public and fellow employees; and ability to oversee personnel in lower classifications.

Must possess and maintain a valid, unrestricted Washington State Driver’s License. Must possess or obtain the following within six (6) months: flagging, first aid, and any other appropriate certifications as required by law, ordinance, or department regulations.

Additional Minimum Requirements Per Division

  • Wastewater Collection – CDL Class B with Tanker Endorsement (within twelve (12) months from date of hire), including one (1) or more of the following certifications (within eighteen (18) months from date of hire) as determined by management:
    • NASSCO Pipeline Assessment Certification
    • WSDA Certification with Sewer Root Endorsement
    • Traffic Control Supervisor
    • Traffic Control Technician
    • State of Washington Wastewater Treatment Plant Operator Level I
    • Instrument Certification from Staking University (Locating Certification)
