Position Function
  • Under the direction of the Director, assists with directing and overseeing the daily operations and personnel of the Library to ensure reliable and modern design and application of adult and youth reading and reading programs, and learning and cultural programs and events. Develops and implements the design, application and promotion of literacy programs, collection methods and practices, community outreach programs, fund raising and grants initiatives, and other organizational and departmental goals and programs. Responsible for compliance of all applicable Federal, State, and Local Government laws and ordinances, and established guidelines and/or policies and procedures.

    Assists with directing and overseeing of the daily operations and personnel of the Library to ensure reliable and modern design and application of reading programs for all ages, as well as learning and cultural programs/events, and day to day customer service needs. Develops and implements the design, application and promotion of literacy programs, collection methods and practices, grants initiatives, and other organizational and departmental goals and programs. Responsible for the development and implementation of methods and/or protocols for the collection and display of all physical and digital items int he collection, programs/activities/events. Manages the evaluation and administration of library services as it relates to reference, research, community or patron services, and public infomation operations.

    Assists with the selection and retention of Personnel within the Reference and Technical Processing divisions, to include training and development initiatives. Responsible for conducting performance evaluations and disciplinary processes and procedures within established organizational and department guidelines, policies and/or directives.

    Assists with directing and overseeing of the preparation and administration of the Library's annual budget. Assists with the development and implementation of department and division goals and objectives. Responsible for the procurement of goods and services. Primarily responsible for developing and maintaining relationships with contractors and/or vendors, including contract management, related to the execution of the duties of the Reference and Technical Processing divisions.

    Provides assistance to the assigned Team Leader, Director, City Manager and/or assigned Boards by preparing and presenting department and project related reports during Staff, City Council, and other City related meetings.

    Bending/Climbing/Balancing - picking up supplies, files and file boxes, books, periodicals, stairs, step stool, walking, standing, filing, drill exercises, CPR/AED life saving, etc.

    Carrying/Lifting - up to 50 lbs, files, filing, office supplies, books, periodicals, work aids, etc.

    Fine Dexterity - telephone, keyboard, calculator, computer hardware, writing, drafting, and software usage, CPR/AED life saving, etc.

    Foot Controls - driving, ladders, step stools, walking, etc.

    Hearing - customer assistance, telephone, meetings, CPR/AED life saving, etc.

    Pushing/Pulling/Reaching/Stooping/Twisting - supplies, files, file boxes, books, periodicals, retrieving, storage shelves, rolling carts, etc.

    Standing - making presentations, assisting customers, directing meetings, site inspections, drill exercises, etc.

    Sitting - desk work, meetings, driving, etc.

    Vision - computer and desk work, budget, invoices, driving, plans, contracts, agreements, etc.

    Walking - to and from office, around office, to and from buildings, site inspections, assisting customers, meetings, presentations, etc.

    Audio/Visual, Calculator, Computer, Copier, Facsimile, Keyboard, Office Supplies, Scanner, Software, Telephone, Vehicle, Emergency Plans, etc.

    Environment

    Duties are generally performed in an office environment. Possible exposure to dust, mold, and electricity. May require participation in outdoor activities and/or events that could result in the exposure to outdoor allergens, exhaust, fumes, humidity, and/or extreme or inclement weather.

    Requirements/Knowledge/Skills/Abilities

    Master's Degree in Library Science from an accredited educational institution of higher learning is required.

    5-7 years of work related experience in Library Sciences required.

    Minimum 3 years in Library management required.

    Strong working knowledge of metadata standards and best practices required.

    Experience with koha and/Aspen software preferred.

    Current Infant/Child/Adult/CPR and First Aid with AED certification by the end of 6 month probationary period.

    Work requires the ability to read letters, memos, contracts, professional and industry literature, spreadsheets and other job related analysis.

    Work requires the ability to understand and develop computer models for cost analysis and compose financial and budgetary reports.

    Work requires substantial independent judgment and decision-making.

    Work is widely varied, involving analyzing and evaluating many complex and significant variables.

    Competent in the use of Microsoft Excel, Word, Outlook and Power Point software and other Library related software.

    Must be able to research, compile and analyze data, and then present findings to management in an acceptable format.

    Must exhibit attention to detail, accuracy, and safety.

    Must be able to monitor and assess operations, workload, projects, and staff performance.

    Ability to work under high demands, short time constraints, and pressure of a fast paced work environment.

    Ability to remain up-to-date on Federal, State and City regulations, best practices and policies affecting department and job related activities.

    Ability to establish and maintain effective working and professional relationships with City and other public employees, public officials, contractors, consultants, vendors, and the general public.

    Must possess a valid Texas Class C driver license and personal transportation.

    Must pass all post offer pre-employment processes and/or procedures, to include but not limited to Drug Screen, Physical Examination, and applicable Background Checks.
