The Neighborhood Services Department works to support safe, vibrant, and thriving communities across the city. The department focuses on protecting residential properties, addressing nuisance concerns, and improving quality of life through a proactive, community-centered approach. By partnering with neighborhood and community leaders, the team uses data-driven strategies to identify issues, coordinate solutions, and connect residents with city and community resources.
In addition to these core efforts, the department serves as a key service hub for residents and businesses. It provides direct customer support through the 311 Call Center, ensuring residents can easily access information and request City Services. The department also supports economic vitality through small business assistance offered by the BizCare Division, while promoting public safety and compliance through Animal Services enforcement provided by the Animal Services Division and alcohol licensing managed by the Regulated Industries Division. Oversight of short-term rental licensing further helps maintain neighborhood stability, and dedicated illegal dumping enforcement and cleanup efforts enhance cleanliness and livability.
The Office of Environmental Quality drives the city's sustainability policies and ensures that municipal operations comply with local, state, and federal environmental laws. It plays a crucial role in reducing the city's carbon footprint and advancing climate action planning.

Responsibilities
What You'll Do:
- Applies environmental skills and knowledge, especially pertaining to waste & materials systems, in situations including policy and program design, implementation and compliance, natural resource management, waste diversion, and other environmental concerns which arise during the City's business or as a function of Neighborhood Services.
- Assists the Chief Environmental Officer in implementation of Waste & Materials related actions and strategies as described in the U.S. Environmental Protection Agency funded Kansas City Organic Waste Improvement Project and the Climate Protection and Resiliency Plan (CPRP) to prioritize community resilience, community empowerment, and financing and innovation, among specific deliverables, to achieve pollution reduction goals and co-benefits community-wide and in city government through mitigation, adaptation, and sequestration.
- Interfaces with Planning, Health, Neighborhoods, Public Works, Conventions, KC Water, KC Parks, General Services, Finance, Aviation & Legal and other relevant city staff to ensure environmental action with waste & materials systems is integrated across departments.
- Works with relevant staff and non-governmental organizations to develop the City's waste & materials systems solutions as integral to environmental protection and resiliency, including consideration of municipal owned assets & processes, stocks & flows, and policy opportunities for a circular economy.
- Acts as a City liaison to various waste & material and circular economy networks, developing and reporting on key performance indicators to show progress in diversion of waste, reduction of illegal dumping, recycling, repair, reuse & repurpose, including food waste reduction and diversion to nature-based solutions.
- Pursues grant opportunities to improve waste & material systems strategies in city operations and citywide.
- Keeps current on Federal, State and local legislation and resources affecting waste & material efficiency, recycling, and reuse.
- Performs work in the office and in the field.
- Exercises independent judgment in planning work, coordinating project teams, and making technical decisions.
Qualifications
REQUIRES:
- An accredited Bachelor's degree in an environmentally related field, such as environmental science and related physical and life sciences, environmental engineering and related engineering specializations, environmental law and related legal specializations or environmental studies and related management, environmental planning and related urban planning specializations, environmental education, environmental policy, sustainability, and public administration specializations;
- OR an equivalent combination of qualifying education and experience.
- Must possess of a valid state-issued drivers license in accordance with City of KCMO policies.
- May be required to pass a pre-employment drug screen.
