What are the responsibilities and job description for the Wastewater Division Director position at City of Jefferson?

The City of Jefferson is currnetly accepting applications for our next Wastewater Division Director within our Public Works Department. This position plans, organizes and directs the work of the Wastewater division. Develops capital projects, oversees construction and evaluates system performance; recommends system development projects; reviews financial assessments to ensure program viability; develops sewer use policies, user charges, safety practices, and responds to public concerns. Prepares grant applications and works with consultants and developers to promote growth of the utility with adequate capacity to meet the growing demands of the community. Ensure compliance with City, State and federal regulations.

Oversees management of treatment facility, sewer systems operations, maintenance, and capacity; develops capital improvement programs and defines scope of work and schedules; interviews and recommends selection of consultants and contractors when necessary and obtains council approval; supervises design and construction.

Prepares grant applications and administers grants; coordinates activities with other departments; represents division at meetings and public hearings; promotes strong customer service and relations.

Works with industrial prospects, corporate citizens, and general oversite of industrial discharges and pretreatment. Works with development community to extend service and promote orderly growth.

Prepares annual operation and capital budget; maintains five-year capital improvement project schedule; reviews and approves division supply, equipment, and material purchase requests; performs cash-flow assessment to demonstrate funding capabilities; monitors revenue and billing practices. Supervises and oversees a variety of professional, technical, and entry-level personnel.

Works with water districts and outside parties affected by water quality to coordinate efforts.

Enforces and maintains compliance with all federal, state, and local laws and ordinances.

Develops short- and long-term planning for department staffing and identification of department needs.

Researches types of equipment, supplies, services, or contracts the department should engage; prepares bid specifications for equipment and projects.  Prepares major capital improvement plans for infrastructure without outside consultants and engineers, and surrounding communities.

Works with administrative staff to collect revenues on accounts from users.

Performs rate studies to determine rates, analysis bond compliance, and loan tracking.

Receives and investigates, or assigns investigation of, employee matters, and follows up to ensure adequate resolution.

Defines and monitors performance, productivity, and compliance of subordinates with departmental mission, goals, objectives, policies, and procedures to ensure all work meets the required expectations.

Reviews and approves records of daily work, equipment used, worksites and projects, payroll and timesheets, and accident reports to prepare accurate and timely monthly operation reports.

Requisitions supplies and materials necessary for crews to carry out daily assignments.

Physical:  Ability to traverse terrain at construction sites.

Mental: Ability to effectively communicate orally and in writing, to make effective presentations, to establish and maintain effective working relationships with others, and to maintain records and prepare reports. Ability to work effectively at a computer for extended periods.

Requires an accredited Bachelor's degree in Civil Engineering, sanitary engineering, related field and six years' experience in wastewater utility management or related utility field, or an equivalent combination of experience and training. Registration as a licensed professional Engineer in the State of Missouri preferred but not required. 

Must have the ability to plan, organize, and direct the work of subordinates and considerable knowledge of the principles and practices of sanitary engineering, of the methods and techniques of wastewater treatment and applicable laws and codes.

Salary : $82,268 - $123,402
