The Public Works Department is actively seeking a Real Estate Operations Manager.

This position reports to the Chief of Real Estate and is second in command for overseeing its day-to-day operations and managing assigned staff, as well as high-priority, complex, time-critical assignments.  

  • Assigns and balances staff workloads based on project priority, deadlines, complexity, resources, and operational needs.  Monitors progress and address anticipated delays, risks, or barriers before deadlines are missed.
  • Supervises, coaches, and evaluates employees; ensures employees perform their full range of duties; addresses work product, performance, conduct, and accountability concerns; and initiates, documents, recommends, or proceeds with corrective action when necessary.
  • Reviews staff and consultant work for accuracy, completeness, consistency, compliance, and readiness for management, legal, legislative, executive, or closing action.  Returns deficient or non-review ready work for correction with direction before it is advanced.
  • Independently resolves matters within delegated authority. When Chief-level action is required, analyzes the matter, provides a concise statement of the issue, material facts, available options, risks or impacts, and a recommended course of action.  
  • Oversees the Division's portfolio of acquisitions, dispositions, leases, easements, right-of-way closures, inventory matters, appraisals, eminent-domain support, and related real estate activities.
  • Maintains ownership of Division matters while coordinating necessary input and action from other departments, consultants, contractors, and outside parties.
  • Reviews and, as necessary, prepares complex agreements, deeds, easements, leases, correspondence, reports, legislation, and related transaction packages.
  • Oversees project delivery, due diligence, transaction processing, and consultant and contractor performance.
  • Participates in meetings to resolve real estate and operational issues and represents the Division professionally before City departments, City Council, legal counsel, property owners, consultants, and other stakeholders.
  • Acts on behalf of the Chief of Real Estate when assigned or delegated.
  • Performs related duties as assigned.
  • Knowledge in one or more of the following: real estate acquisitions, dispositions, leasing, easements, right-of-way matters, appraisals, title, due diligence, negotiations and transaction documentation.
  • Knowledge of project management, workload planning, quality control, internal controls and records management practices.
  • Ability to supervise professional and technical employees, assign and review work, establish standards and hold employees accountable for results.
  • Ability to exercise independent judgment, resolve matters within delegated authority and present clear recommendations on matters requiring higher-level decisions.
  • Ability to exercise discretion and maintain the confidentiality of personnel, legal, management, and other sensitive Division matters.  
  • Ability to maintain constructive working relationships with employees while preserving appropriate supervisory boundaries and avoiding conflicting or unauthorized direction.
  • Ability to communicate complex information clearly, accurately and concisely, both verbally and in writing.
  • Eight (8) years of education and/or experience in real estate, right-of-way, property management, appraisal, acquisitions, dispositions, commercial leasing, public administration, business administration or a closely related field.  

  • Bachelor’s degree from an accredited college or university in real estate, business administration, public administration, finance, planning, law or a closely related field - preferred.  

  • Two (2) years of supervisory or lead experience - preferred.  

Licensing/Certification/Registration:  

  • A valid class E driver's license is required prior to application and must be maintained.   

  • Must qualify for, obtain and maintain a City of Jacksonville public driver certification for employment in this class.

Note: The buying and selling of real estate in Duval County raises a potential conflict of interest and will not be permitted while employed as a City of Jacksonville Public Works Real Estate Operations Manager.
