What are the responsibilities and job description for the NPDES Inspector position at City of Issaquah?

- Ensure the City’s compliance with Phase II Municipal Stormwater Permit requirements for inspection of stormwater facilities.
- Perform and maintain inspection program for public and private stormwater catch basins, flow control and water quality/treatment facilities and ensure they are maintained properly.
- Schedule and perform inspections; issue reports and create correspondence and enforcement notices.
- Perform inspections and respond to reports of pollutants; investigate and trace to their source; identify pollutants; clean up and educate the public.
- Locate and document the source of hazardous spills, provide public information and spill prevention materials, coordinate cleanup efforts with city’s maintenance crew or property owner.
- Sample and monitor stormwater locations; maintain sample data; create and file required reports detailing tests conducted and results; create and maintain field notes.
- Prepare and issue official notifications of regulatory non-compliance in accordance with established procedures.
- Initiate enforcement measures, beginning with outreach and educational engagement to encourage voluntary compliance and awareness of applicable standards.
- Coordination with Code Enforcement and other City Staff may be required to ensure compliance.
- Perform field mapping and verify the city’s stormwater systems.
- Any combination of education and experience equivalent to an associate’s degree in either civil engineering or environmental sciences or closely related field and three more years of progressively responsible experience in public works, engineering, environmental science, or related field, including experience with stormwater compliance.
- 24-hour HAZWOPER training at time of hire, or ability to obtain within 12 months.
- Certified Erosion and Sedimentation Control Lead certificate at time of hire, or ability to obtain within 6 months.
- CPR & First Aid certification preferred.
- Valid WA State driver’s license and a driving record that meets City standards.
- Or any combination of training and experience that would provide the desired knowledge, skills, and abilities.
- Municipal Stormwater Drainage Systems
- NPDES Phase II permit requirements for Western Washington.
- General construction methods and practices, including methods of erosion control.
- Research methods and techniques for tracking, collecting, and analyzing data.
- Using computers and applicable software programs, including asset management programs.
- Communicate effectively with property owners, business owners, developers, contractors, and the general public.
- Read and interpret construction plans and drawings.
- Interpret, apply, and explain provisions of code, regulations, and best practices.
- Organize and prioritize tasks in an effective manner; meet deadlines.
- Establish and maintain effective working relationships with employees, contractors, developers, and the general public.
Salary : $80,093 - $105,397
