The Human Resources Manager serves as a strategic partner to managers and employees, promoting high performance, advancing organizational goals, and mitigating employment-related liability for the City. Dependent upon assigned divisions, duties may include directing, managing and coordinating the activities and operations of recruitment, information systems and records, classification and compensation, civil service, employee and labor relations, benefits administration, wellness, leave management, payroll, learning and employee development, and other related HR functions. Responsibilities also include coordinating assigned activities with other divisions, departments and outside agencies; and providing complex administrative support to the Human Resources Director. This position is responsible for managing strategic initiatives, and requires frequent contact with internal high-level managers, directors, and other members of the executive team, and also the Mayor and City Council members as requested. Outside contacts may include state regulatory departments, vendors, government agencies, professional organizations, professional counterparts in other municipalities, and citizens. A Bachelor's degree, or equivalent, in human resources, public administration, organizational development or a related field; and five years of experience in human resources, with a minimum of two years of supervisory experience, required. Senior Professional in Human Resources (SPHR) or Professional in Human Resources (PHR) is beneficial; other Human Resources related certifications may be beneficial. Must have strong knowledge of laws and regulations relating to all HR/employment functions, and principles and procedures for compliance with federal and state employment law.
