Overview

Position responsible for assisting the Stormwater Administrator in overseeing the Stormwater Capital Improvement Plan (CIP). The position manages department Senior Project Managers and Project Managers in general engineering activities related to the planning, budgeting, and design of drainage projects throughout the Marion County Stormwater District. This position requires a high degree of initiative and independent judgment. Critical and swift decisions will sometimes have to be made without the guidance or benefit of direct supervision. Decisions can impact the City of Indianapolis, City officials and policies. Position reports to the Stormwater Administrator.

Position Responsibilities

  • Assists the Stormwater Administrator in implementing the Stormwater Capital Improvement Plan (CIP) which includes overseeing the planning and design of surface drainage, stormwater detention, channel restoration, and flood protection projects.
  • Recommends and assists in establishing policies and procedures for Stormwater Engineering department to streamline operations.
  • Serves as a project manager and provides staff supervision and technical assistance related to the development of planning documents, engineering plans, and construction specifications and the preparation of construction cost estimates.
  • Performs QA/QC of plans, specifications and construction cost estimates developed by others.
  • Coordinates with DPW project managers to ensure proposed stormwater improvements align with the Stormwater Design and Construction Specification Manual.
  • Participates in and supports public meetings as needed.
  • Assists the Stormwater Administrator in ensuring that all design activity is performed on schedule, within budgetary limits, and in accordance with current statutes, ordinances, specifications, and contract requirements.
  • Assist with updates to documents such as the Flood Response Plan, Dam Emergency Response Plan, etc.
  • Works cooperatively with consultants and staff to complete projects.
  • Coordinate with DPW Stormwater Operations team to provide guidance on maintenance of infrastructure, assist staff in responding to drainage concerns reported by operations or citizens.

Qualifications

  • Professional Engineer (PE) license in the state of Indiana
  • Bachelor's Degree in Civil Engineering, or related engineering field and 5 years of experience working on municipal projects.
  • Extensive knowledge of City, State, and federal policies and specifications as they relate to design/construction of municipal infrastructure.
  • Excellent verbal and written communication skills.
  • Experience leading an engineering team including supervising/directing tasks and performing QA/QC.
  • At least 2 years of experience managing municipal projects.

Preferred Job Requirements And Qualifications

  • Master’s degree in Civil Engineering or related engineering field.
  • A minimum of 10 years' experience in Civil Engineering or experience working on municipal projects.
  • Experience with CAD desirable.
