Job Summary

The Program Manager of Stormwater Assets is responsible for overseeing the management and maintenance of all stormwater infrastructure, including culverts, levees, dams, pipes, inlets, and related assets. This includes maintaining incident and emergency action plans for two state regulated high hazard dams, United States Army Corps of Engineers (USACE) levee oversight and coordination, and oversight of both FEMA accredited levees and the City’s Flood Response Plan. This role also involves developing and implementing comprehensive asset management programs to ensure the long-term sustainability and functionality of stormwater systems. This position will coordinate closely with various departments, including DPW Operations and the planning of Capital Projects to prioritize and address drainage issues, optimize maintenance schedules, and allocate resources effectively. Additionally, the position will be responsible for receiving, analyzing, and assigning drainage complaints for resolution, ensuring that all activities align with departmental goals and regulatory requirements. Decisive and independent judgment is crucial to determine the maintenance and repair of existing stormwater assets.

  • Maintain Incident and Emergency Action Plans (IEAP) for two state regulated high hazard dams.
  • Oversee and implement the City of Indianapolis’ Flood Response Plan (FRP), including inter-agency coordination and training. 
  • Manage City-owned levee infrastructure, including coordination with the United States Army Corps of Engineers (USACE) and FEMA for accredited levees.  
  • Oversee the management and maintenance of stormwater infrastructure, including culverts, levees, dams, pipes, inlets, and related assets.
  • Develop and implement asset management programs to ensure the longevity and functionality of stormwater systems.
  • Coordinate with the GIS Team to maintain an up-to-date inventory of all stormwater assets.
  • Manage the triage of drainage complaints and determine the most cost-effective and efficient methods for resolution.
  •  Ensure projects align with regulatory requirements, budget constraints, and departmental goals.
  • Ongoing collaborations with the Stormwater Administrator, Program Manager Drainage and MS4 Coordinator.
  • Serve as the primary point of contact for internal and external stakeholders regarding stormwater asset management.
  • Manage large data sets in GIS, INFOR and Excel. 
  • Contribute to department discussions of Stormwater policy, protocols, and standards.
  • Assist in providing training and quality control of contractor work.
  • Develop and implement policies, procedures, and best practices for stormwater asset management.
  • Ensure compliance with all relevant local, state, and federal regulations related to stormwater management.
  • Implement emergency response plans for stormwater infrastructure in the event of natural disasters or other emergencies.

Minimum Job Requirements and Qualifications

This position requires a Bachelor's degree in Civil Engineering or related field and a minimum of ten (10) years of experience in project and/or asset management.


Preferred Job Requirements and Qualifications

A Master's Degree in Civil Engineering or related field, and/or a Professional Engineering (PE) License is preferred. Experience working with public agencies and managing staff is also preferred.
