The Administrator – Property Safety & Maintenance Services is responsible for the total oversight, including leadership, management, coordination and day-to-day operations, related to the inspection, enforcement and abatement processes for property maintenance, zoning, licensing, high weeds and grass, and unsafe building programs to ensure compliance with applicable and respective code requirements.


This position contributes to the strategic direction of the Department and is responsible for assisting with the development of short- and long-term management of its inspection and enforcement operations and resources. This position has divisional, budgetary and community impacts and ramifications and is responsible for problem solving and making decisions with latitude for independent judgment while maintaining efficient and effective service. Position reports to the Deputy Director – Property & Land Use Services.

The purpose and mission of the Department of Business & Neighborhood Services (DBNS) is to protect and improve the quality of life of persons and animals in the City of Indianapolis. DBNS is the City of Indianapolis and Marion County’s principal department responsible for business licenses, residential and commercial permits, and the enforcement of the Revised Code of Ordinances of the Consolidated City and County.

  • Complete oversight and leadership of the Bureau of Property Safety & Maintenance Services. 
  • This position manages both AFSME Union and non-union staff. The Administrator must ensure staff are adhering to both the HR City-County Handbook guidelines as well as the latest edition of the AFSME Union contract.
  • Responsible for hiring/approval and the direct supervision of program management team.
  • Assist the Deputy Director in identifying and implementing strategic goals and priorities, including developing appropriate reports.
  • Assist the Deputy Director in monitoring the operating budget for all programs and staff in the Bureau.
  • Is a member of the BNS Emergency Response Leadership Team (ERLT).
  • Establishes strong working relationships with elected and appointed officials and their staff to facilitate communication and coordination regarding major projects.
  • Expert in the areas of local ordinances and laws under the program’s purview, including, but not limited to: zoning, licensing, vacant building, boarding, trash, illegal dumping, high weeds and grass.
  • Develop and educate staff on standard operating procedures, departmental policies
  • Work with internal and external partners to develop policy recommendations and/or changes to state and local law to address substandard housing and blighted properties.
  • Monitors the budget for boarding, trash, and high weeds and grass abatement programs and takes steps to ensure compliance.
  • Responsible for monitoring the assigned program's performance, including directing the training of subordinates, counseling staff and issuing disciplinary action.
  • Identifies opportunities relative to program functions; opportunities may include, but are not limited, to legal revision to ordinances and staff processes/procedures.
  • Identifies opportunities and recommends changes to case management systems and methods.
  • Oversees the controlled implementation of programs to assure maximum benefits including consolidation of miscellaneous governmental resources.
  • Attends and speaks at public, departmental, divisional, committee, council, board and judicial proceedings as required
  • Participates on task forces and committees, attending meetings and conferences as appropriate.
  • Plans, designs, and implements measures to minimize potential negative consequences.
  • Works in collaboration with other Business and Neighborhood Services divisions, city departments, and outside agencies to reverse neighborhood blight via enforcement initiatives.
  • Provides technical assistance in support of various requests made by the Department Director.
  • Responsible for adherence to the City of Indianapolis' Policy and Procedure Manual and the Union Master Agreement (if applicable) regarding the hiring and termination of subordinates.
  • Ensures that all employees follow safety procedures as described in the Employee Safety Handbook.

  • Bachelor's Degree in Business or Public Administration, Management or related field or four (4) years of General Management experience required. Six (6) years of related experience in a government enforcement agency with four (4) years of senior management is an acceptable substitution for the educational requirements. 
  • Position requires knowledge and abilities in leadership, management, contracts, union relations, personnel and process performance measurement, investigative principles and practices used in insuring compliance with appropriate codes and related state and federal laws, regulations and requirements of court evidence, 
  • Knowledge of the materials, methods and equipment used in inspection, enforcement and abatement (where plausible) operations. 
  • Knowledge of current trends in technologies and enforcement methods. 
  • Ability to establish and maintain effective organizational and public relations. 
  • Skill in establishing cost effective inspection, enforcement and abatement programs and quality control
  • The ability to build a strong team to accomplish bureau’s mission is critical.
  • Knowledge of city government's functions or the ability to acquire such knowledge quickly is a must for this position. 
  • Excellent customer service and communication skills; this position requires frequent verbal and written communication with citizens, business owners and other City/County agencies and community stakeholders. 
  • Public speaking skills. This position requires the incumbent to represent BNS to citizens, other City/County agencies, and neighborhood groups.
  • Strong conflict management skills; this position requires the incumbent to remain professional, tactful and exercise diplomacy in the face of conflict. 
  • Critical thinking and complex problem solving; candidate will need to exercise sound judgement and independent decision-making. Errors in judgement could result in regulatory, budgetary or negative legal consequences for BNS.
  • Ability to obtain and hold Special Police Powers issued by the Indianapolis Metropolitan Police Department (IMPD).
  • Must have and retain a valid Indiana Driver’s license and have ability to operate a City-issued vehicle.
  • Proficient in computer, smartphone and office equipment knowledge. Incumbent will be required to use Microsoft Word, Excel, Outlook, PowerPoint, PowerBI, general internet use. 

Preferred Job Requirements and Qualifications

  • Knowledge of union contracts and union relations
  • Previous experience in vendor/contract management preferred
  • Knowledge of Indiana building codes and understanding of structural systems a plus.

Working Conditions

  • Most work is performed in an office setting, but incumbent will be working in the field with their staff when necessary.
  • Remote work (work from home) policies are established at the bureau level and may not apply to all positions or in all circumstances.
  • Regular shift working hours are Monday through Friday, 8:00am-5:00pm. Regular shifts include a one (1) hour lunch break.
  • Must be able to attend after-hours meetings and/or supervise after-hours inspection functions as needed.


Physical Conditions

  • While in the field, employee may be required to walk over rough or uneven terrain surfaces, climb steps, maneuver over trenches or other obstacles and remove signs from the ground or overhead.
  • Employee will be conducting field work in a variety of conditions, locations and areas of the city.
  • Field work is performed in a variety of weather conditions. 
  • Employee should have vision that will allow driving at night and inspecting properties and places in low light conditions. 
  • Employee must be able to lift/move up to 25lbs. 
  • Tasks may involve extended periods of time at keyboard or workstation
  • Tasks require the ability to perceive and hear sounds and see visual cues or signals
  • Tasks require the ability to communicate orally
