Position is responsible for the oversight and management of permitting, inspections, and enforcement operations related to floodplain, activities within the public right-of-way, and private stormwater and street construction development. This role also serves as the City of Indianapolis' local Floodplain Administrator, a responsibility that impacts many facets of municipal and private infrastructure and interacts regularly with state and federal partners. Incumbent must ensure staff, processes, and programs consistently adhere to local, state, and federal guidelines. The role will coordinate regularly with the Department of Public Works, the Department of Metropolitan Development, contracted vendors, and internal/external partners. This position requires a high degree of initiative and independent judgment.  This position reports to the Deputy Director of Construction and Business Services.


Agency Summary  
The purpose and mission of the Department of Business & Neighborhood Services (DBNS) is to protect and improve the quality of life of persons and animals in the City of Indianapolis. DBNS is the City of Indianapolis and Marion County’s principal department responsible for business licenses, residential and commercial permits, and the enforcement of the Revised Code of Ordinances of the Consolidated City and County.

  • Oversee the permitting and inspection processes for floodplain, private stormwater drainage, street construction, driveway, and activities within the public right-of-way
  • Oversee the City’s adoption and enforcement of floodplain management standards, meeting or exceeding the City’s participation in the National Flood Insurance Program (NFIP) and the Community Rating System (CRS) 
  • Provides technical assistance in code, manual, policy and plan interpretation
  • Partners with the Engineering Division of the Department of Public Works in the development, revision and implementation of the City's Stormwater-related Code and Stormwater Design and Construction Specifications Manual
  • Partners with the Department of Metropolitan Development in the development, revision, and implementation of the City’s Flood Control Ordinance.
  • Assists the Deputy Director with hearings, neighborhood meetings, correspondence with City/County Councilors and collaborates with other governmental agencies and community stakeholders regarding code, permitting and inspection matters. 
  • Responsible for providing and overseeing the training, guidance, direction, and supervision of staff to ensure proper code and policy enforcement
  • Regularly assesses current processes and procedures related to permitting and inspection functions for standardization and/or improvement
  • May be required to attend Board, Council, and Neighborhood Meetings, which could be held outside of normal working hours
  • This position supervises AFSCME Union staff, as well as non-union staff, and must ensure staff are adhering to both the HR City-County Handbook guidelines as well as the latest edition of the AFSCME Union contract, as applicable.

Bachelor’s degree in public or environmental affairs, policy, construction management, program administration, or related field. This position requires extensive knowledge of city, state, and federal policies and requirements. Program areas for which this position would have oversight responsibility include stormwater, floodplain, and transportation regulatory compliance, contract development, program implementation, and program management. The position requires excellent oral and written skills in addition to excellent conflict resolution skills. Must have a valid driver’s license.


Preferred Job Requirements and Qualifications
Bachelor’s degree or professional license in architecture, engineering, or surveying.

Essential functions are regularly performed in an office setting without exposure to adverse environmental conditions.

  2. Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10) pounds
  3. Tasks may involve extended periods of time at keyboard or workstation
  4. Tasks require the ability to perceive and hear sounds and see visual cues or signals
