What are the responsibilities and job description for the CDBG Program Manager position at City of Hopewell?
Performs skilled technical work managing the City’s Community Development Block Grant (CDBG) program including oversight of subrecipient performance; compliance with local, state and federal regulations; and drafting and submission of Annual Action Plans, Consolidated Plans, CAPERS, and other plans and reports as needed. Work is performed under limited supervision and the position reports directly to the Director of Development. The CDBG Program Manager position is grant funded, temporary part-time, and subject to available funding for continuation. Position is remote work with occasional in-person meetings in Hopewell and surrounding jurisdictions.
- Oversee the performance of all City of Hopewell subrecipients who receive CDBG funding
- Ensure program compliance with local, state, and federal regulations through the review and approval of required program documentation
- Interact with HUD’s online Integrated Disbursement and Information System (IDIS) to maintain reporting and compliance with program requirements
- Complete Environmental Review Records (ERR) for each funded project
- Draft and review subrecipient annual contracts for the implementation of CDBG projects
- Provide technical assistance to subrecipients requiring education on program requirements
- Host annually a How To Apply Workshop for interested applicants and Subrecipient Orientation meeting
- Update/revise program documents to remain current with HUD regulations, as needed
- Attend meetings, workshops, and trainings
- Perform annual monitoring of subrecipients
- Review, assess, and score applications for CDBG funding
- Deliver presentations about the CDBG program, proposed funding, etc. at public meetings
- Ensure the timely expenditure of program funds
Minimum Education and Experience:
- Associate’s degree in finance, accounting, social work, urban planning or related field and experience in grant and/or project management, or equivalent combination of education and experience.
Licenses and/or Certifications:
- Valid driver’s license in the Commonwealth of Virginia.
Knowledge:
- Overall understanding of project and grant management principles
- Thorough knowledge of laws, regulations, requirements, and policies of the Community Development Block Grant program.
- Understanding of local priorities and funding strategies of the City of Hopewell.
- Knowledge of internet searching and web browser usage.
- General knowledge of geographic information systems.
Skills:
- Strong analytical, research, communication, presentation, organization, and time-management skills.
- High proficiency in Microsoft Office Suite and Census data.
- High proficiency with internet usage.
