Starting Salary May Be Adjusted Depending On Experience.

  • Bachelor’s Degree or higher in Civil Engineering or a related field AND four (4) or more years of experience as a Building Inspector, Plans Examiner, Construction Engineer, Architect, Project Manager, Superintendent, or a related field;


OR

Associate’s Degree or higher in Civil Engineering or a related field AND five (5) or more years of experience as a Building Inspector, Plans Examiner, Construction Engineer, Architect, Project Manager, Superintendent, or a related field;

OR

High School Diploma or G.E.D equivalent AND seven (7) years or more of experience as a Building Inspector, Plans Examiner, Construction Engineer, Architect, Project Manager, Superintendent, or a related field;

  • Possession of the International Code Council (ICC) Plans Examiner Certification or must obtain certification within six (6) months from the date of hire;
  • Possession of a valid state-issued driver’s license and the ability to obtain and maintain a City of Hoover Driver’s Permit.
  • Examines construction documents to ensure compliance with Standard Building Codes, including Building, Fire, Gas, Mechanical, Plumbing, and Electrical Codes, National Fire Protection Association (NFPA), Life Safety Code, and American National Standards Institute (ANSI) and City of Hoover codes and ordinances, including Zoning and Subdivision regulations;
  • Corresponds and coordinates with architects, engineers, developers, contractors, and subcontractors;
  • Records and distributes civil and landscape drawings, retrieves and documents responses, and forwards documents as required;
  • Submits documents to Fire Administration, coordinates and reviews site plans and construction drawings, and incorporates plan review comments as necessary;
  • Receives, reviews, and approves post foundation surveys required for all new construction;
  • Receives, analyzes, and approves project addendums, change orders, and notifications to permitted plans and specifications;
  • Receives and reviews reports from civil, electrical, environmental, geotechnical, mechanical, plumbing, and structural engineers and coordinates prospective changes with architects as necessary;
  • Communicates all approved changes and modifications to respective inspectors;
  • Issues permits, compiles and examines documents, applications, bonds, and third party approvals, and determines valuation for permit fees as required;
  • Verifies that all necessary information and documents have been received, including sewer impact studies, soil erosion bonds, landscape bonds, and approval of architectural review committees and consultants when required;
  • Ensures applicants are properly licensed with the City and State as required;
  • Determines valuation for permit fees;
  • Processes applications through the HTE program;
  • Acts as a liaison between City officials and contractors, subcontractors, design professionals, and consultants to promote and maintain positive public relations, including responding to citizens’ questions and concerns, researching and providing requested information, and/or making appropriate referrals to ensure citizen satisfaction;
  • Corresponds with contractors regarding infractions of City ordinances that cause harm, intrusion, or inconvenience to citizens or their properties;
  • Attends a variety of City boards, committees, meetings, and other related professional associations and provides consultation, review, research, information dissemination and/or public education on issues relating to City codes and ordinances as required;
  • Performs a variety of administrative support functions, including responding to requests for document information on past and future projects, assisting in the short and long term storage of construction documents, gathering information, giving depositions, and/or providing information when required by subpoena;
  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;
  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
  • Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas;
  • Responds to citizens’ questions and comments in a courteous and timely manner;
  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
  • Performs other directly related duties as required.
