Starting Salary For Position Is Within $65,277.43 - $104,443.89 Annually

JOB SUMMARY:

This is supervisory and journey-level skilled work involving the construction, maintenance, and repair of municipal infrastructure and equipment on a City-wide basis. The incumbent is responsible for directing the activities of individuals engaged in various trades, including electrical, plumbing, HVAC, and advanced level building and general maintenance.

The employee assigned to this classification is responsible for the coordination, scheduling, and assignment of contractors, employees, and equipment in multiple trades. Duties also include troubleshooting and evaluation of structural and non-structural components of City assets. Duties may involve some elements of personal danger and exposure to hazardous working conditions. Supervision is exercised over skilled, semi-skilled, and unskilled employees. Assignments are received through written or oral work orders and performed under the direction of an administrative superior who reviews work through personal inspection and review of reports.

Essential Job Functions And Responsibilities

  • Supervises, plans, and directs skilled and unskilled personnel engaged in installation, repair, and maintenance of electrical systems wiring, motorized electrical systems, transformers, generators, switchgear, instrumentation, electronic controls, and related work for electrical, refrigeration, air conditioning equipment, plumbing fixtures, construction, maintenance, and services provided to city buildings, grounds, and recreational facilities.
  • Supervises, plans, and directs skilled and unskilled personnel engaged in installation, repair, and maintenance of city-owned street lighting.
  • Prepares specifications for materials, equipment, and contractual services used in the operations of electrical, mechanical, street lighting, and security; including reviewing of bids and making recommendations; inspects the work of subordinates and contractors upon completion.
  • Confers with appropriate departments, divisions, and consultants when improvements to electrical, mechanical, plumbing, air conditioning/refrigeration/HVAC, and security systems are under consideration; maintains records of work performed by outside contractors.
  • Supervises the work of staff responsible for construction, repair, and maintenance of structural and nonstructural components and systems in all City-owned assets.
  • Performs inspections and evaluations of City assets and components and makes recommendations pertaining to exterminating, interior and exterior finishes, handicapped accessibility, safety of occupancy, and other trade-related concerns.
  • Assists and advises City officials in the planning and development of modifications and repairs across multiple trades.
  • Prepares specifications and estimates for contractual work in various trades; inspects contractors’ work during and upon completion.
  • Assists in developing and coordinating preventive maintenance programs for City assets, including but not limited to electrical, plumbing, and HVAC.
  • Maintains records, completes reports for labor and materials; prepares requisitions for equipment, materials, and supplies.
  • Assists in coordinating and implementing ADA accessibility programs and improvements.
  • Makes recommendations regarding hiring, discipline, and promotion of subordinates; authorizes leave and overtime; evaluates and rates employees' performance
  • Performs related work as required.

EDUCATION/EXPERIENCE:

Required

High School Diploma or GED and five (5) years of journey-level skilled work in trades within a large scale/multi-facility operation. Three (3) years working in a supervisory or lead worker capacity.

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

Certificates, Licenses, Registrations

  • Valid Driver’s License: With proof of automobile insurance.
  • Background Check: Must have an acceptable background record
  • Driving Abstract: Must have an acceptable driving record

Knowledge, Skills, Abilities

  • Knowledge of City/County regulations affecting the trades and building and general maintenance activities.
  • Knowledge of the principles and practices of building construction and maintenance.
  • Knowledge of facilities and equipment maintenance.
  • Knowledge of maintenance elements involved for the necessary care and upkeep of large support structures and recreational facilities.
  • Knowledge of supervisory principles and practices and overall personnel management.
  • Knowledge of the occupational hazards and safety precautions in the building and structural maintenance occupation.
  • Knowledge of blueprints and working drawings, and the ability to interpret work needed from technical sketches or plans for estimating purposes.
  • Skill in the use of various hand and power tools and motorized vehicles related to the area of assignment.
  • Skills in expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Ability to prepare and present clear and concise reports of a technical and administrative nature both orally and in writing.
  • Ability to communicate effectively in English, orally and in writing.
  • Ability to maintain secure and accurate records.
  • Ability to plan, assign, and supervise the work of subordinates and to adjust operations according to seasonal demands.
  • Ability to perform progressive discipline, in alignment with the appropriate collective bargaining agreement guidelines for subordinate staff.
  • Ability to remain flexible in accommodating the evolving needs of the department.
  • Ability to represent the City effectively and positively in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation/gender identity.

Physical Demands

The physical abilities described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job, the incumbent is regularly required to walk, sit, write, hear, speak and be required to exert up to 50 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. The incumbent must also possess manual dexterity.

As this position will periodically be performing job duties while exposed to the weather and elements, the employee in this position should take the appropriate care to protect themselves from U/V exposure and sunburn.

Specific vision abilities required by this job include close and distance vision, peripheral, and depth perception. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Work Environment

The employee will be working in the field and may periodically work near moving mechanical parts or in outside weather conditions. The noise level in the work environment can be moderately noisy.

The Examination

Required Education and Background Information: Look over the announcement carefully to determine your eligibility. Please note minimum education and experience requirements. Closed competitive positions are open only to employees while open competitive positions are open to anyone who meets the minimum qualifications for the position. Evidence of a GED test score is required if submitted for high school diploma. Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations.

You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.

Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.

Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work. You are responsible for notifying the Employment Office, in writing, of any change in your address or telephone number.

Additional Information

All successful applicants will be required to pass an extensive background which may include criminal history searches, driving history checks, credit report, courthouse searches, education verification, employment verification, professional license verification, or other search methods as deemed necessary for the position. In addition, the applicant will be required to undergo a medical examination, which may include a drug screening, prior to appointment.

Employment of Relatives: The City of Hollywood has an Ordinance which regulates the employment of relatives of City employees. Effective January 28, 2008, a relative may only be hired under the following additional conditions:

  • The relative must have competed in an appropriate examination process as determined by Human Resources and be placed on a civil service eligibility list;
  • The relative must be among the top three ranked candidates available on the certified eligibility list unless expanded by the Civil Service Board;
  • The Department or Office Director and the Director, Human Resources must demonstrate that it is in the best interests of the City of Hollywood to hire the relative of a public officer or employee.

As of 12/15/2005 the City will require all newly hired employees to sign an affidavit affirming non-usage of tobacco or tobacco products within the last year prior to submission of application and will continue to be a non-user of tobacco products throughout employment with the City of Hollywood.
