This is highly responsible professional and administrative work of more than average difficulty assisting the Risk Manager in administering the City’s self-insured workers’ compensation, liability, subrogation and property insurance programs.

An employee in this class assists with investigating claims, collecting data relating to claims, creating claim files; analyzes, records and reports related to claims. Work requires contact with claimants and the City’s third-party administrator (TPA). The employee works under the direction of the Risk Manager and must exercise considerable initiative and independent judgment in preparing cases, analyzing facts, and recommending resolutions of claims. Identify, analyze, develop and improve areas of risk and risk control by implementing policies, procedures and providing appropriate training and education to positively affect personnel safety and municipal liability. recommending and implementing methods to eliminate, control or minimize risk; evaluating, writing, recommending, and implementing safety directives; performing technical, administrative and advisory review and input to control City losses and adverse effects of accidents to persons and property through Root Cause analyses. Assisting departments with interpretation of various federal, state and local safety regulations; and preparing and maintaining safety related records, reports, and documentation. Work is reviewed in conference with the employee.

  • Assists in maintaining day to day administration of the City’s Workers’ Compensation, Return-To-Work, and modified duty programs; may coordinate with healthcare providers as necessary; works extensively with the TPA on claims handling.
  • Assists with the investigation of workers’ compensation and liability claims. Obtains copies of contracts, medical and payroll records, property damage estimates, photographs, police reports, and other pertinent evidence; assists in other activities required for the proper investigation of claims and to assist in the defense of claims or lawsuits filed against the City.
  • May authorize appointments with physicians, hospital admissions, medical equipment and other necessary medical treatment in workers’ compensation, may authorize or monitor payment of medical bills in workers’ compensation cases.
  • Assists in researching and collecting information for and processing a variety of risk management and workers’ compensation-related reports, forms, logs, records, files and other documents, including accident reports, claim forms, public self-insurers annual reports and ensures that financial and confidential records and files are properly maintained.
  • May confer with police investigators, attorneys, judges, doctors and insurance carriers and may represent the city at mediations and trials.
  • Assists in reviewing and analyzing potential settlement of workers’ compensation claims/liens and prepares documentation (in accordance with City ordinance) requesting approval to settle such claims.
  • Assists in developing solicitations for service for Legal Counsel for workers’ compensation claims, Third-Party Administration, Agent of Record, and actuarial services. Consequently, participates in evaluating responses to solicitations for service.
  • Assists in the development & preparation of the Risk Management annual budget by allocation of claims and costs by fiscal year & department based on claims history.
  • Responsible for accurate/timely entry & review of claims in the TPA’s information management system.
  • Attends regularly scheduled liability claims review with Human Resources Director, Risk Manager, TPA, City Attorney’s Office and applicable department heads. Provides claim documentation to attendees for review.
  • Assists with coordinating & attending workers’ compensation claims review with TPA, Risk Manager, Director of Human Resources and defense counsel.
  • Develops and monitors the implementation and effectiveness of policies, procedures and work guidelines that affect both employee safety and the safety of the public.
  • Reviews, analyzes and tracks all accident injury & property damage reports to identify potential recovery for damages.
  • Assists in administering the City’s subrogation program by gathering needed information from city departments to pursue the recovery of costs for damages to City property and overseeing the TPAs efforts to do so.
  • Assists with filing claims with the City’s insurance carriers as needed.
  • May attend conferences, workshops, seminars, and other professional meetings to keep informed of new developments and techniques in the Risk Management industry as well as changes and updates to related laws.
  • Works extensively with our Insurance Brokers and Carriers in interpreting risk insurance policies, City policies and Codes, procedures and regulations to provide guidance, consultation and assistance to both management and other City departments and employees on various risk matters such as safety programs, workers’ compensation, procurement contracts and other liability issues.
  • Assists in reviewing certificates of insurance for compliance with city requirements.
  • Assists with determining and providing insurance requirements for city projects/requests for services.
  • Assists the City’s Agent of Record in gathering, completing, and submitting insurance applications annually or as needed.
  • Assists in preparing documentation (in accordance with City ordinance) requesting approval to pay the annual insurance renewal premiums.
  • Assists with reviewing and reviewing existing safety manuals, policies, procedures and work guidelines to ensure compliance and effectiveness in preventing accidents, unsafe conditions, and/or work practices and methods for the entire City including broad HR policies as well as Departmental policies and safety protocols.
  • May serve as the acting Risk Manager in the Risk Manager’s absence.
  • Effectively and positively represents the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
  • Establishes and maintains effective and professional relationships with work colleagues, supervisors, and managers.
  • Performs other job duties as assigned.

The Requirements

EDUCATION/EXPERIENCE:

Required

Bachelor's Degree from an accredited college or university with major coursework in Human Resources Management, Business or Public Administration, Risk and Insurance Management, Safety Engineering, Finance or related field; supplemented by two (2) years of experience in either general liability, automotive or workers’ compensation claims administration or loss control.

Preferred

An All Lines Adjustor License (620) issued by the Department of Insurance of the State of Florida is preferred. Associate in Risk Management (ARM), Certified Safety Professional (CSP), Certified Occupational Safety Specialist (COSS) or other recognized safety, risk management, or HR Certification(s) is preferred.

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

  • Valid Driver’s License: With proof of automobile insurance
  • Background Check: Must have an acceptable background record
  • Driving Abstract: Must have an acceptable driving record

The Examination

Required Education and Background Information: Look over the announcement carefully to determine your eligibility. Please note minimum education and experience requirements. Closed competitive positions are open only to employees while open competitive positions are open to anyone who meets the minimum qualifications for the position. Evidence of a GED test score is required if submitted for high school diploma. Applicants are responsible for clearly documenting work experience and/or providing all relevant information at the time of application. Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations.

You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.

Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.

Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work. You are responsible for notifying the Employment Office, in writing, of any change in your address or telephone number.

Additional Information

All successful applicants will be required to pass an extensive background which may include criminal history searches, driving history checks, credit report, courthouse searches, education verification, employment verification, professional license verification, or other search methods as deemed necessary for the position. In addition, the applicant will be required to undergo a medical examination, which may include a drug screening, prior to appointment.

Employment of Relatives: The City of Hollywood has an Ordinance which regulates the employment of relatives of City employees. Effective January 28, 2008, a relative may only be hired under the following additional conditions:

  • The relative must have competed in an appropriate examination process as determined by Human Resources and be placed on a civil service eligibility list;
  • The relative must be among the top three ranked candidates available on the certified eligibility list unless expanded by the Civil Service Board;
  • The Department or Office Director and the Director, Human Resources must demonstrate that it is in the best interests of the City of Hollywood to hire the relative of a public officer or employee.

As of 12/15/2005 the City will require all newly hired employees to sign an affidavit affirming non-usage of tobacco or tobacco products within the last year prior to submission of application and will continue to be a non-user of tobacco products throughout employment with the City of Hollywood.
