Starting Salary For This Position Is Within $111,919.65 - $140,000 Annually

Dependent On Qualifications

JOB SUMMARY:

Under the direct supervision of the Director, Chief Building Official or Designee, the incumbent’s primary responsibilities include technical and administrative work in organizing and managing the plan review process, inspection activity, and administrative support functions in accordance with the Florida Building Code. The incumbent is also responsible for ensuring Development Services maintains exceptional customer service with the development, implementation and coordination of policies and procedures related to service functions and delivery. The incumbent works with different levels of City management and supervises professional and clerical staff.

Emphasis of the work is on the familiarity of the Florida Building Code, the plan review process, inspections, the issuing of building permits, sub permits, outside agency coordination and the planning, organizing, directing, and enforcement of building and city codes with a high focus on customer service. This involves responsible management and complex professional work, including assisting the public by expediting the daily activities of the permitting process across multiple disciplines.

Work is performed with substantial latitude for the use of independent judgment and reviewed through conferences and written reports for results obtained. Performance is evaluated for adherence to City policies and attainment of desired goals and objectives through personal conferences and review of reports of operations. Supervision is exercised through various levels of subordinates over a variety of technical, professional, administrative, specialized, and clerical employees with assigned responsibilities in various phases of departmental operations.

Essential Job Functions And Responsibilities

  • Manages the daily permitting operations of the Department and ensuring professionalism is maintained and exceptional customer service is provided at all times; Understands the goals of the department as it relates to customer service.
  • Confers and coordinates with departmental representatives, as necessary, on matters pertaining to the permitting process, policies, and procedures.
  • Addresses more complex customer problems directly (or in conjunction with City management) when customer problems cannot be resolved by lower city staff, or at the customer’s request.
  • Analyzes customers’ complaints, their permitting issues, and presents the results to the customer in a helpful, tactful manner.
  • Assists in planning and directing permit activities; Conducts customer service training sessions for city staff.
  • Interprets regulations and standards and disseminates advice by responding to in-person and telephone inquiries from interested parties.
  • Facilitates subordinates to investigate and resolve complaints received regarding alleged code violations.
  • Reviews inspection reports and permit status; confers on further actions.
  • Assists in instructing and training subordinates in inspection, permitting enforcement activities, and customer service.
  • Prepares and maintains operational reports, records, and correspondence concerning the permitting process for the City.
  • Understands and interprets the Florida Building Code, City code, ordinances, and procedures.
  • Assigns chief inspectors to various special projects as needed.
  • Reviews and analyzes reports, plans, and specifications submitted from department.
  • Prepares material for updating the contractor/homeowner procedures manual staff and consultants to ensure compliance with prescribed standards and regulations.
  • Assists and prepares occupant load certificates for commercial establishments in cooperation with the Fire Department.
  • Reports to work as directed during an emergency as an essential employee of the City of Hollywood.
  • Assumes the responsibilities of the Chief Building Official in his or her absence.
  • Establishes and maintains effective and professional relationships with work colleagues across multiple departments, supervisors, managers, and the public.
  • Effectively and positively represents the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.

The Requirements

EDUCATION/EXPERIENCE:

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Required

Bachelor’s Degree from an accredited college or university with a major in Engineering, Architecture, Building Construction or a related field plus seven (7) years of progressively responsible experience in building / construction inspection activities and operations with three (3) years in a supervisory capacity. A minimum of two (2) years work experience shall have been within the jurisdiction of the HVHZ. Candidate must have substantial knowledge of the permitting process across all trades and operating departments with the ability to provide accessible customer service from application to completion.

Preferred (Any Combination Of The Below Qualifications Are Preferred)

  • Master’s Degree from an accredited college or university with a major in Engineering, Architecture, Building Construction or a related field.
  • Certified as required by the State of Florida Building Code Administrators and Inspectors Board (BCAIB) and Broward County Board of Rules and Appeals (BORA), as a Standard Plans Examiner and Standard Inspector in one of the following disciplines: Structural, Electrical, Plumbing or Mechanical (Structural Discipline preferred).
  • Seven (7) to Ten (10) years of progressively responsible combined experience in a government setting as a Master Electrician, Electrical Contractor, General Contractor, Master Mechanical, Mechanical Contractor, Class A Air Conditioning Contractor, Master Plumber, Plumbing Contractor, Chief Inspector, Plans Examiner or Inspector employed by a municipality or private company contracted with a municipality.
  • Possess a (1) Current Certificate of Competency, (2) Florida Registered Professional Engineer License or (3) Florida Registered Architect License issued by a official professional licensing board.

An equivalent combination of education, training and experience may be substituted for the minimum qualifications listed above. Candidates must possess comparable knowledge, skills, and abilities gained through alternative means, such as professional certifications, specialized coursework, or extensive practical experience in related fields. All substitutions will be evaluated to ensure the candidate meets the intent and level of required qualifications.

Certificates, Licenses, Registrations

  • Standard Inspector License or Certification from the State of Florida (preferred)
  • Standard Plans Examiner License or Certification from the State of Florida (preferred)
  • Building Code Administrator’s License from the State of Florida (preferred)
  • Certified General Contractor License from the State of Florida or any FBC approved county within the State of Florida (preferred)
  • Valid Driver’s License: With proof of automobile insurance
  • Background Check: Must have an acceptable background record
  • Driving Abstract: Must have an acceptable driving record

Knowledge, Skills, Abilities

  • Thorough knowledge of national, state, and local laws, codes, ordinances, and regulations regarding the construction, alteration, and repair of buildings and other structures.
  • Thorough knowledge of general building design and construction.
  • Thorough knowledge of good construction practices.
  • Thorough knowledge of supervisory principles and practices.
  • Considerable knowledge of effective practices concerning air conditioning, electrical, plumbing, and other phases of building construction.

Physical Demands

The physical abilities described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to walk, sit, write, hear, speak, and be required to exert up to 50 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Specific vision abilities required by this job include close and distance vision, peripheral vision, and depth perception. Must have the use of sensory skills to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact. The Examination

Required Education and Background Information: Look over the announcement carefully to determine your eligibility. Please note minimum education and experience requirements. Closed competitive positions are open only to employees while open competitive positions are open to anyone who meets the minimum qualifications for the position. Evidence of a GED test score is required if submitted for high school diploma. Applicants are responsible for clearly documenting work experience and/or providing all relevant information at the time of application. Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations.

You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.

Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.

Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work. You are responsible for notifying the Employment Office, in writing, of any change in your address or telephone number.

Additional Information

All successful applicants will be required to pass an extensive background which may include criminal history searches, driving history checks, credit report, courthouse searches, education verification, employment verification, professional license verification, or other search methods as deemed necessary for the position. In addition, the applicant will be required to undergo a medical examination, which may include a drug screening, prior to appointment.

EMPLOYMENT OF RELATIVES: The City of Hollywood has an Ordinance which regulates the employment of relatives of City employees. Effective January 28, 2008, a relative may only be hired under the following additional conditions:

  • The relative must have competed in an appropriate examination process as determined by Human Resources and be placed on a civil service eligibility list;
  • The relative must be among the top three ranked candidates available on the certified eligibility list unless expanded by the Civil Service Board;
  • The Department or Office Director and the Director, Human Resources must demonstrate that it is in the best interests of the City of Hollywood to hire the relative of a public officer or employee.

As of 12/15/2005 the City will require all newly hired employees to sign an affidavit affirming non-usage of tobacco or tobacco products within the last year prior to submission of application and will continue to be a non-user of tobacco products throughout employment with the City of Hollywood.
