Job Summary
The City of Hiram is seeking an energetic, qualified and highly motivated Public Works Superintendent to play a key role in maintaining the essential services and infrastructure that supports the Public Works Maintenance and Sanitation Divisions for the City. This pivotal role involves managing a diverse team of professionals, ensuring compliance with safety standards, and delivering high-quality public works services that enhance community livability. The ideal candidate will possess a background in municipality management, project scheduling, and infrastructure development, with a passion for fostering efficient operations and innovative solutions. As a key leader of the Public Works Maintenance and Sanitation Divisions, you will drive strategic planning, budget oversight, and contractor coordination to ensure the successful delivery of public works initiatives.
Major Duties:
·Sanitation
o Supervises the sanitation division, including personnel, route management, schedules, fleet maintenance, and work order management.
o Drives and supports route work as needed, and trains sanitation staff.
o Ensures cans are regularly cleaned and sanitized, repairs are completed, and vehicles are safely maintained and operated.
· Public Works Maintenance
o Coordinates routine public works maintenance including HVAC, generator checks, mowing, sign maintenance, pavement and concrete work, roof and gutter repairs, fleet maintenance, fire extinguisher inspections, and other required safety tasks.
o Oversees regular preventative maintenance and identifies potential issues requiring repair or improvement, including building maintenance.
· Street & Right-of-Way Maintenance
o Coordinates maintenance of streets and right-of-way areas, including sidewalks, landscaping, utilities, and line-of-sight issues.
o Works with county and outside utility operators on resurfacing and roadway upgrades.
· Water System Operations
o Oversees water system maintenance including repairs, monitoring, compliance, and testing, including EPD compliance requirements
o Updates and maintains SCADA systems and prepares CCR reports and other required testing.
o Ensures all water meters are read monthly and reported to the Water Billing Clerk.
o Maintains water meters and all components of the City of Hiram water tower.
· Stormwater
o Conducts inspections for EPD MNGWPD compliance.
o Coordinates corrective actions for stormwater issues in rights-of-way and subdivision developments.
o Assists citizen concerns about storm water issues on their property
o Ensures compliance with EPD requirements and regulations for Water System Operations and prepares annual reports and audits for this purpose.
· Departmental Support & Administration
o Assists Operations Director with project planning and implementation.
o Supports parks maintenance crews with larger projects and planning as it relates to stormwater, parking lots, facilities, and infrastructure.
o Provides staff leadership and training in light construction, heavy equipment operation, and basic utility maintenance (electrical, plumbing, carpentry, hardscapes, etc.).
o Responds to complaints and requests from the public.
o Schedules and coordinates work orders.
o Ensures departmental budget compliance.
o Manages professional service contracts and negotiations.
o Provides reports to the Operations Director, City Manager, Mayor, and Council as needed.
Knowledge Required:
- Basic maintenance of facilities, parks, and streets.
- Administrative and clerical procedures including work processing, file management, and office terminology.
- Supervisory practices, staff training, personnel management, and work distribution.
- Operation and control of public works equipment and systems.
- Ability to troubleshoot equipment and operational issues.

Supervisory Controls:
Reports directly to the Operations Director. Must apply principles of personnel management, recruitment, selection, and training.
Guidelines:
- Knowledge of Federal and state laws, city ordinances, and City of Hiram policies and procedures.
- Knowledge of equipment, policies and strategies protecting employees, property, and citizens.
Complexity:
- Balances cost, benefits, and impact of decisions to choose optimal solutions.
- Determines appropriate spending for daily operations and long-term needs.
- Ensures proper use of equipment, facilities, and materials.
Scope and Effect:
This position leads and directs public works maintenance and sanitation employees in daily, weekly, and monthly duties to ensure the continued operation and needs of the city’s residents, facilities, parks, streets, stormwater systems, and water distribution systems.
Personal Contacts:
Includes co-workers, city and county employees, the Mayor and Council, and professional service providers.
Contacts involve motivating, developing, and directing employees, and choosing the best personnel for assigned tasks.
Purpose of Contacts:
To exchange information, coordinate work activities, communicate emergencies, assign work orders, address invoices, and discuss personnel matters with administration. Collaborate with the Operations Director on project planning and implementation.
Physical Demands:
- Regularly uses hands and fingers to operate tools, equipment, vehicles, and motorized machinery.
- Able to stand, climb, stoop, kneel, crawl, bend, walk, reach, and crouch.
- Must communicate clearly with customers, supervisors, and employees.
- Frequently lifts, carries, and moves objects up to 75 pounds, and occasionally assists with heavier loads.
- Requires vision necessary for fieldwork, including close, distance, color, and peripheral vision; depth perception; and the ability to adjust focus.
Work Environment:
- The work is primarily conducted outdoors in various weather conditions and environments, including both urban and rural settings.
- May be exposed to hazardous materials, heavy machinery, and potentially dangerous working conditions.

Supervisory and Management Responsibility:
- Directly supervises public works and sanitation division employees.

- Ensures adherence to departmental policies and procedures and fosters a positive work environment.
- Coordinates with other departments, external contractors, and public agencies to achieve operational goals.
Minimum Qualifications:
- Education: High school diploma or equivalent; college degree preferred.
- Experience: Minimum of 5 years of experience in public works or facilities management, including supervisory experience.
- Licenses: Valid driver's license, preferably CDL B Georgia State driver’s license with a safe driving record via Motor Vehicle Report.
- Certifications: Water Distribution Operation Certification; Stormwater Inspection Certification, or ability to obtain; additional certifications in public works management, water system operations, or construction management a plus.
- Physical Requirements: Ability to perform physically demanding tasks and lift up to 75 pounds. Ability to work in all weather conditions.

Conditions of Employment:
- All employees must pass a pre-employment drug screen and a DOT physical exam.
- Employees must maintain a satisfactory driving record and be subject to random drug/alcohol testing as per DOT regulations.
- Must be able to work in all weather conditions and safely operate waste collection equipment.
- Position is salaried, exempt position at $60,000.00.
