Job Summary:
This position is responsible for planning, organizing, and supervising the activities of the maintenance staff. This position oversees the upkeep of various city-owned and leased facilities and properties, ensuring they are maintained to established standards and provide clean, safe, and comfortable environments for City employees and the public. The position combines supervisory responsibilities with hands-on work, requiring active participation in maintenance activities.
Essential Job Duties:
- Supervises, directs, and evaluates building maintenance, Grounds keeping and Street Maintenance, processing employee concerns and problems, counseling, recommending discipline, and completing employee performance appraisals.
- Ensures the operations and general maintenance of complex systems, which include components pertaining to heating, ventilation, air conditioning, electrical, and plumbing.
- Coordinates daily work activities; assigns work, monitors the status of work in progress, and inspects completed work; confers with assigned staff and assists with complex/problem situations; provides technical expertise; coordinates staff training activities.
- Operates a variety of machinery, equipment, and tools associated with constructing, remodeling, repairing, and maintaining buildings and systems, air conditioners, chillers, air handlers, heaters, generators, pumps, torches, gauges, meters, pressure washers, carpenter tools, painting tools, power tools, mechanical tools, and diagnostic instruments.
- Establishes and implements preventive maintenance programs for City facilities.
- Performs regular inspections of City facilities to develop and identify maintenance activities and to ensure compliance with building codes, and other applicable safety standards.
- Provides technical guidance and direction, and develops specifications for supplies, parts, equipment, and services requested from contractors.
- Oversees outsourced contracts pertaining to facility maintenance, i.e. janitorial, HVAC, pest control, elevator, and records all work performed or contracted.
- Ensures facility maintenance activities and work orders are completed promptly by assigned staff; creates and maintains records and reports, as required.
- Responds to emergencies and assists personnel, under charge, in all facets of tasks performed, as needed.
- Ensures proper instruction and training of personnel in methods and procedures, proper use of equipment, general preventative maintenance, systems maintenance and repair, and proper safety protocols.
- Prepares annual budget requests and includes projections for personnel needs, equipment replacement, and capital improvement projects.
- Ensures compliance with all written City policies and procedures.
- Performs other related duties, as assigned.
Qualifications
• High School Diploma or GED equivalent. • Five (5) to seven (7) years of experience in building and roadway maintenance.
Special Requirements
- On-Call availability: Incumbent must be available for “emergency on-calls,” as situations arise in support of needs of the City.
