About This Opportunity

The City of Hillsboro Water Department is excited to announce a career opportunity within our team. We are currently seeking candidates to fill a Water Distribution Supervisor position within our Distribution Services/Meters section of the distribution division.

As part of the dynamic and dedicated team at the City of Hillsboro, you will play a pivotal role in our mission to deliver safe and reliable water services to our community. The Hillsboro Water Department operates at a metropolitan scale from a suburban environment, with responsibilities for local water distribution as well as for regional water supply, providing drinking water supply to nearly 400,000 people.


What You Will Be Doing

The Distribution Services/Meters Supervisor oversees three teams within the section: Distribution Services, Meter Services, and Leak Survey.

The Distribution Services Team is responsible for installing new service lines, repairs leaks, and maintains the system by appurtenance replacement for operational functionality as well as a variety of tasks to complement Department projects. The team also practices frequent excavation and traffic control activities.

The Meter Services Team performs the testing, maintenance, inspection, investigation, and replacement of water meters throughout the distribution system. The team also manages and tracks bulk water meters as part of the City's Bulk Water Meter Program.

The Leak Survey Team performs system wide leak surveys, conveyance line inspections, and customer investigations and responds to customer inquiries by investigating potential leaks and water service concerns.


Primary Duties & Responsibilities

Under the direction of the assigned supervisor, the Water Distribution Supervisor oversees staff and programs related to water distribution. As assigned, responsibilities include overseeing the operation, maintenance, and repair of water equipment, plants, and systems; identifying resource needs; participating in the development of water goals and objectives; participating in the most difficult duties related to maintenance, operation, and repair; participate in budget development and assisting with budget tracking; and testing and operating heavy and light equipment. Incumbents supervise other utilities staff, including conducting performance evaluations, coordinating training; and implementing hiring, discipline, and termination procedures. This position is responsible for following the water department policy, city policies, and safety procedures.

  • Supervises staff to include planning, prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.

  • Oversees programs related to water system operations to maintain public health and public safety.

  • Oversees the daily operations and maintenance of the city’s municipal water system, Joint Water Commission transmission system, and Barney Joint Water Commission water systems to provide adequate, safe, and potable water for community consumption.

  • Maintains Oregon Health Authority drinking water regulations and standards.

  • Oversees the preventive maintenance of equipment and instruments to ensure efficient operation.

  • Monitors and performs adjustments to systems and equipment; administers flow rate adjustments; troubleshoots operational problems; and maintains operational quality and water supply requirements.

  • Plans, organizes, and coordinates projects; identifies resource needs; monitors and tracks project activities and schedules. Maintains the required documentation and records.

  • Assists in preparing budget input and budget tracking; assists in planning and program development; recommends system improvements; and prepares related reports and estimates.

  • Participates in the preparation of bid specifications for new equipment, machinery, and other materials and supplies used in the maintenance, repair, and operation of the supervisory controls and data acquisition system.

  • Manages records and information in any format, in accordance with applicable statutes, regulations, and city policy, guidance, and records retention schedule.

  • Serves as a “Direct Responsible Charge” (DRC) for the water distribution system and complies with all state requirements in completion of duties as needed.

  • Identifies OR OSHA safety standards for section staff and water facilities.

  • Respond to emergencies outside of regular work hours.

  • Including other duties as assigned.

Job Qualifications & Requirements: (At the time of application in addition to Skills, Knowledge & Abilities listed above)

EDUCATION AND EXPERIENCE:

Associate’s degree in chemistry, biology, water, wastewater technology, or a related field; and eight years of related experience in all phases of water distribution, storage and conveyance with 4 years of supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.


LICENSES / CERTIFICATIONS:

  • Valid, current Driver’s License and safe driving record
  • Commercial Driver’s License with applicable class and endorsements
  • Oregon Water Distribution Operator IV Certification

Must obtain within the first 6 months of hire:
  • Traffic Control Certification
  • Forklift Certification
  • Confined Space Certification
  • First Aid and CPR Certification
  • Excavation Safety Certification
  • Competent Person Certification
  • ICS Emergency Response Certification
