About the Finance Department
Position Overview: What You’ll Be Doing
This position is both strategic and operational—leading financial statement preparation, ensuring compliance, and driving process improvements to enhance efficiency and service delivery.
Key Responsibilities include:
- Manage and mentor a high-performing accounting team, ensuring accuracy, compliance, and professional growth.
- Oversee the preparation of annual financial statements in accordance with GAAP and GASB.
- Lead coordination of the annual audit process with external auditors.
- Support the development and monitoring of the City’s biennial budget, including analysis and reporting.
- Provide expert financial analysis to support strategic decision-making and citywide initiatives.
- Serve as a liaison across departments and external agencies to ensure collaboration and fiscal transparency.
- Identify and implement process and workflow improvements that enhance efficiency and resource allocation.
- Develop policies, procedures, and internal controls to maintain fiscal integrity and compliance.
- Prepare and deliver financial presentations to audit and budget committees.
Current and Upcoming Projects
- Grant Program Development: Partner with the new Grant Coordinator to design and implement a citywide grant management process that fosters growth in funding opportunities, compliance, and transparency.
- Team Expansion: Recruit and onboard two new Finance Technicians to strengthen team capacity and workflow balance.
- Mid-Biennium Budget Review: Contribute to the City’s ongoing biennial budget cycle, focusing on evaluation, forecasting, and process refinement.
- Process Modernization: Lead initiatives to streamline workflows, enhance data accuracy, and better leverage existing systems and software.
- Year-End Audit Preparation: Join the team with ample time to prepare for the fiscal year-end close (June 30) and audit activities.
What You’ll Need to Succeed
- Strong knowledge of GAAP and GASB standards.
- Proven experience preparing financial statements and coordinating audits.
- Proficiency in Microsoft Excel is essential.
- Familiarity with ERP systems such as Tyler Munis.
- Experience with SAP Concur, Gravity budget software, and/or Power BI or Tableau is a plus.
- Knowledge of Oregon Local Budget Law, PCI compliance, and federal grants compliance is desirable.
- Experience supervising teams and developing staff through coaching, feedback, and delegation.
- Ability to engage and motivate employees to evaluate workloads and improve processes.
- Excellent communication skills with the ability to translate complex financial data into clear, actionable information for diverse audiences.
- Strong interpersonal skills and a collaborative approach that builds trust across departments and with external partners.
- Demonstrated success analyzing complex data to inform decisions and improve outcomes.
- Curiosity and drive for process improvement and innovation.
- Ability to manage multiple priorities with accuracy and composure.

Acceptable Experience and Training
- Bachelor’s degree in Business, Accounting, Finance, or a related field; and
- Five (5) years of progressively responsible financial management experience, including
- At least two (2) years of leadership experience; or
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position.

Bilingual Incentive Pay Available
Employees who can demonstrate the ability to speak Spanish, or any language spoken by over ten percent (10%) of City residents as documented by the most recent U.S. Census, at a proficiency level determined by a fluency test administered by the City, will receive a monthly premium of three percent (3%) of their regular base pay.
