- Standard construction methods, materials, and building systems, with specific expertise in Housing development processes and techniques required for residential rehabilitation.
- Basic principles of building and housing codes, including, but not limited to, standard health, safety, and lead abatement regulations.
- Historic preservation guidelines, energy conservation practices, and sustainable building standards.
- Accurately estimate costs of materials and labor for structural improvements and mechanical installations.
- Establish and maintain effective working relationships with internal and external stakeholders, contractors, City personnel and the public.
- Resolve routine disputes regarding contract compliance.
- Communicate clearly and concisely, both orally and in writing, with contractors, City personnel, and the public.
- Utilize industry-specific software applications for project tracking and reporting.
Work is performed in both an office environment and in various community settings, requiring travel to inspection sites.
The physical demands of this position require sitting for long periods of time and repetitive use of hands; occasional walking, standing, bending and twisting of the neck, bending and twisting of the waist, squatting, grasping, reaching above and below shoulder level, and lifting and/or carrying of objects weighing up to 10 pounds. Incumbents may be required to: navigate construction sites; wear protective gear; and be exposed to inclement weather conditions.
OR
Graduation from high school or vocational school AND Two (2) years of experience as a City of Hartford Housing Rehabilitation Specialist I.
Licenses; Certifications; Special Requirements
Must possess and maintain a valid driver's license.Must obtain a Lead Renovation, Repair, and Painting (RRP) certification within six (6) months of employment and maintain for the duration of employment.
