DISTINGUISHING FEATURES OF THE CLASS
The Wellness Outreach Coordinator will play a key role in supporting Harlingen Parks & Recreation’s health and wellness initiatives. This position is responsible for conducting community outreach, promoting healthy lifestyles, coordinating free and low-cost exercise and nutrition programs, and connecting residents to local resources. Wellness Outreach Coordinator will provide education on chronic disease prevention, facilitate group classes, and serve as a liaison between the community, city departments, and partner organizations. This is an on-call position and will be issued a City of Harlingen phone to ensure availability for urgent matters and after-hours communication as needed
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Conduct outreach to promote participation in community health and recreation programs.
- Build relationships with residents, community groups, and partner agencies to support health initiatives.
- Facilitate small and large group classes on physical activity, healthy eating, and wellness topics.
- Assist with case management and referrals to local services for unmet health or social needs.
- Support data collection through surveys, sign-in sheets, focus groups, and participant tracking.
- Provide motivational interviewing and health coaching to encourage positive behavior change.
- Maintain accurate participant records and enter data into city databases.
- Assist with city events and health-related programming as assigned.
- Prepare and submit required reports, including attendance, mileage, and program evaluations.
- Always Ensure compliance with HIPAA and City of Harlingen policies.
- Remain available via city-issued phone for urgent and after-hours needs.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon assignment.
SUPERVISION RECEIVED & EXERCISED
- General supervision is received from the Recreation Superintendent.
- This position has no supervisory responsibilities.
QUALIFICATION GUIDELINES
Knowledge of:
- Local Community.
- Computers.
Ability to:
- Understand text messages, smart phones, data bases.
- Teach individuals and large groups.
- Teach physical activity and nutrition topics.
- Work some evenings and weekends.
- Establish relationships and work cooperatively with City officials, employees, and the general public.
- Communicate effectively, both orally and in writing.
- Teach and participate in exercise classes.
- Speak Spanish and English fluently.
- Produce written documents in the English language using proper sentence construction, punctuation, and grammar.
- Make presentations to City Commission and Parks Advisory Board.
Education & Experience:
- High School Diploma or equivalent; and one (1) year relevant outreach/teaching experience required.
Licenses, Certificates & Registrations:
- Community Health Worker Certification; or must be able to obtain it within six (6) months of employment.
- Valid Texas Driver’s License.
PHYSICAL REQUIREMENTS
The employee is regularly required to sit and use hands and fingers. The employee is occasionally required to lift and/or move up to 20 pounds and other essential duties as required. Specific vision abilities required by this job include close vision and ability to adjust focus.
WORKING CONDITIONS
The noise level in the work environment is usually moderate.
