Description
DISTINGUISHING FEATURES OF THE CLASS
The Project Control Officer is responsible for performing inspections of capital improvement projects, subdivision construction, utility installations and private development projects that impact the city's right-of-way (ROW). This role includes monitoring of construction sites to ensure approved engineering plans are followed while maintaining safe construction and environmental practices and traffic control measures. The incumbent also performs administrative work associated with the development, implementation and completion of all capital projects. Work is performed under the general supervision of the City Engineer.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Conducts inspection visits to a variety of ongoing projects, including City projects, Community Development Block Grant (CDBG) projects, Capital Improvement projects, Harlingen Waterworks (HWWS) projects, private development projects (residential and commercial) and joint projects with TxDOT (Texas Department of Transportation).
- Schedules and conducts construction material testing for Capital Improvement Projects and oversees the material testing of residential subdivisions private development projects.
- Receives construction materials delivery tickets and accurately tracks construction quantities for Capital Improvement projects. Maintains organized project files for each.
- Reviews and approves test reports and geotechnical laboratory invoices.
- Reviews and approves pay applications for City projects.
- Investigates and addresses resident complaints as well as complaints related to City projects and utility related projects.
- Attends on-site project meetings with engineers and contractors to ensure project progress. Additionally, participates in City and Harlingen Waterworks project meetings.
- Monitors work on utility projects to ensure compliance with traffic safety regulations and City standards.
- Inspects subdivision construction.
- Inspects site improvements for buildings applications.
- Inspects utility construction within existing right-of-way.
- Reviews utility installation applications within existing right-of way.
- Reviews subdivision construction drawings.
- Acts as liaison between contractors, developers, engineers and testing agencies.
- Performs site inspections and field investigations of capital projects.
- Maintains construction documents and files up to date according to approved field changes or change orders.
- Performs other related duties as required.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Additional Requirements:
- This position requires the use of a personal or City vehicles on City business. Individuals must be physically capable of operating their vehicles safely, possess a valid drivers' license and have an acceptable driving record.
- Some positions will require the performance of other essential and marginal functions depending upon assignment.
SUPERVISION RECEIVED & EXERCISED
- General supervision is received from the City Engineer.
- This position has no supervisory responsibilities.
QUALIFICATION GUIDELINES
Knowledge of:

Education & Experience:
- Bachelor's Degree from a four-year college or university; or five (5) years of related experience and/or training; or equivalent combination of education and experience.
Licenses, Certificates & Registrations:
- Valid Texas Driver’s License, Class “C”.
PHYSICAL REQUIREMENTS
The employee is frequently required to stand; use hands and fingers to handle and feel; balance and stoop; and walk on rocky surfaces. The employee is occasionally required to reach with hands and arms; and crouch. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision and ability to adjust focus.
WORKING CONDITIONS
The employee is frequently exposed to outdoor weather conditions and moving vehicle traffic. The noise level in the work environment is usually moderate.
