DISTINGUISHING FEATURES OF THE CLASS
The Deputy Finance Director is responsible for coordinating activities with other City departments and outside agencies; completes complex studies and analyses; directs and coordinates the operations of two or more divisions in the Finance Department; oversees procedural improvement programs; cash management and investment programs; develops reporting systems; and conducts research. Responsibilities of this role include reviewing financial transactions, accounts, check requisitions, purchasing forms, and bank reconciliations. Additionally, is responsible for preparation of the Annual Comprehensive Financial Report (ACFR), collaboration on numerous reports and analyses, and management of audit files for the auditor. This classification is distinguished from the department head in that the latter is responsible for planning, organizing and directing financial services for the City as well as the entire Finance Department. The Deputy Finance Director exercises independent judgment and initiative in representing the Director within assigned areas of fiscal and management functions and acts on behalf of the Director in the event of absence. Work is reviewed by the Director through reports, conferences and results achieved.

- Supervises two or more divisions of the Finance Department.
- Plans, organizes, and directs fiscal and management control functions.
- Ensures the accuracy of financial reports and documents in accordance with generally accepted accounting principles.
- Works directly with division administrators on division program problem areas and recommends alternatives for problem solution.
- Writes management reports and sets up procedures for the same.
- Maintains communications with City departments to determine changing needs and problems, coordinate departmental activities, and explain departmental policies and procedures; initiates and implements change of policies and practices.
- Assists the management of the City’s bond sales, cash management, and investment programs.
- Manages the research, analysis, and data gathering for financial policy issues identified by City Management; oversees the preparation of reports summarizing findings and recommendations.
- Assists in the development of the City’s Operating Budget.
- Assists with the implementation of the citywide budget process and related fiscal programs; manages the timely and accurate preparation of City performance-based budgeting documents and financial reports; coordinates budgeting activities with other departments.
- Acts on the Finance Director’s behalf by assignment or delegation in the incumbent’s absence.
- Implements and assesses the effectiveness of risk management programs and initiatives.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
- Reviews and reconciles bank statements to ensure that all financial records align with bank records.
- Prepares and reviews Financial Statements, including the Annual Comprehensive Financial Reports (ACFR) and various other financial reports and analyses as required.
- Manages and maintains all audit files for the auditor.
- Serves as the go-to resource for employees encountering complex financial issues, providing solutions and workarounds to overcome challenges.
- Oversees various grant submissions and reviews.
- Reviews and approves purchasing documents.
Additional Requirements:
- Receive ten (10) hours of state approved investment officer training every two (2) years.
- Some positions will require the performance of other essential and marginal functions depending upon assignment.
SUPERVISION RECEIVED & EXERCISED
- General direction is received from the Finance Director.
- Exercises supervision over Accountants, technical, and clerical staff.
QUALIFICATION GUIDELINES
Knowledge of:
- Governmental accounting theory, principles and practices, and their application to a variety of municipal accounting transactions.
- Investment fund management and municipal debt administration.
- Principles and practices of administration and organizational theory.
- Research techniques, methods, and procedures.
- Principles and practices of supervision.
Ability to:
- Perform a broad range of supervisory responsibilities over others.
- Plan, organize, and direct activities related to accounting, purchasing and warehousing, cash management, investments, and debt management.
- Exercise good judgment.
- Communicate orally in the English language.
- Prepare difficult and complex financial and administrative reports.
- Produce written documents in the English language with clearly organized thoughts using proper sentence structure, punctuation, and grammar.
- Work cooperatively with others.
- Comprehend and make inferences from written material in the English language.
- Work safely without presenting a direct threat to self or others.
Education & Experience:
- Bachelor's Degree from an accredited college or university; or seven (7) years of related experience and/or training; or equivalent combination of education and experience.
Licenses, Certificates & Registrations:
- Valid Texas Driver’s License Required
