The City of Greensboro is seeking an innovative and strategic Director to lead its Engineering and Inspections function and help shape the infrastructure, development and built environment of one of North Carolina's largest and fastest-evolving communities.

Reporting to the Assistant City Manager, the Engineering & Inspections Director oversees a department of more than 200 professional staff and an annual operating budget exceeding $23 million.  The role partners closely with the City Manager's Office, City Council, and outside agencies. 

Key functions include:
  • Plan, direct, manage, and oversee the activities and operations of the Engineering & Inspections Department's four divisions of Business & Technology, Facilities, Development Services, and Engineering
  • Meet with contractors, developers, engineers, architects, and utility company representatives to ensure improvement projects are completed within City guidelines
  • Visit construction sites of major infrastructure and facility improvements to determine progress, problems, and quality of work performed; evaluate conditions and management issues
  • Manage and participate in the development and administration of the Engineering & Inspections Department budget
  • Provide responsible staff assistance to the Assistant City Manager; prepare and present staff reports and other necessary correspondence; provide information and make presentations to City Council regarding Engineering & Inspections projects and activities
  • Oversee the administration and acquisition of professional and construction services
  • Provide staff support to a variety of boards and commissions; attend and participate in professional group meetings; build awareness of new trends, technology, and innovations related to the position
Strategic Priorities of the Role:
The Engineering & Inspections Director will play a central role in advancing several interconnected City priorities:
  • Planning and implementation of a regional approach to wastewater treatment in partnership with the Water Resources Department
  • Planning for long-term City use and needs, and implementation of the facility study currently underway
  • Upgrade software and modernizing systems for development services and engineering project tracking to ensure internal and customer-facing satisfaction and accountability
  • Partnering on the City’s internal Infrastructure & Development Working Group (including, but not limited to Transportation, Planning, Water Resources departments) for the City’s future growth and infrastructure readiness

About the Organization:

The City of Greensboro is governed under a Council-Manager form of government, with the City Council serving as the legislative body. The Council is composed of a Mayor and eight Councilmembers, each serving four-year terms. The Council is responsible for establishing policy and approving the City’s $909.8 M budget.


The City organization includes approximately 3,063 full-time, 59 part-time, and up to 681 temporary and seasonal employees across a wide range of services and departments. The City Manager serves as the chief executive officer of the City and is responsible for implementing Council policy and overseeing the day-to-day operations of City government.

Salary and Benefits: 

The full salary range for the position is $130,643.00 - $233,783.00 with eligibility for additional executive compensation of $4,320 annually.  As a City employee, the Engineering & Inspections Director participates in the North Carolina Local Governmental Employees’ Retirement System (NCLGERS), which includes a 6% pre-tax employee contribution and a City-funded employer contribution, with vesting after five years. Supplemental retirement savings opportunities include participation in a 401(a) plan with a 3.25% City contribution based on base salary, as well as 457 / Roth 457 and 401(k) / Roth 401(k) plans. For highly experienced executives, the City may recognize prior public sector service through adjusted leave accrual rates and initial leave balances, consistent with established policies.

As with all individuals appointed as City Department Directors, the Engineering & Inspections Director must live within a 30-mile radius of the Greensboro city limits within 12 months of their appointment. This Exempt position offers the opportunity to lead a high-performing team, shape citywide growth and development strategy, and play a central role in delivering outcomes that support a more connected, resilient, and vibrant Greensboro community.




An Ideal Candidate Profile:
The City is seeking a collaborative, politically astute leader who brings both technical engineering expertise and practical understanding of growth and development.  The ideal candidate is comfortable operating across policy and implementation and can navigate complex stakeholder environments.  Success in this role requires the ability to think strategically, operate pragmatically, and lead with credibility across diverse audiences.  

Qualifications include:
  • Bachelor's Degree in Civil, Environmental, Structural Engineering OR Bachelor's Degree supplemented by specialized training in Construction, Plan Development and Review
  • 10 years of related experience required
  • Certified Building Code Official by International Code Council (ICC) is preferred. 
  • Certification of Registration as a Professional Engineer is preferred.
