Job Summary:
The City of Greeley is seeking a Real Estate Manager with specialized experience in right of way acquisition to join the Department of Economic Development and Urban Revitalization (EDUR). EDUR is passionate about promoting growth that aligns with community goals and improves residents’ quality of life.
The Real Estate Manager will report to the Deputy Director of the Department and lead the Real Estate Management Division. This Division oversees all facets of municipal real estate acquisitions and dispositions, including easements, right of way agreements, and utility leases, ensuring compliance with federal, state, and local laws. The successful candidate will provide support to other city departments with services that include land acquisitions and right of way appraisals and agreements, collaboration with legal teams and other department heads, and work to grow the service and visibility of the Division within the city.
Experience, Knowledge, and Skills:
MINIMUM REQUIREMENTS:
- Bachelor’s degree from an accredited four-year college/university or specialized technical training of equivalent length that provides comprehensive understanding of real estate
- 5 years of experience in real estate with at least 2 years of acquisition experience that includes eminent domain
- Colorado Department of Transportation (CDOT) Qualified Federal Aide Acquisition Agent certified or the ability to obtain certification within 12 months of hire.

- A combination of education, experience, licensure, and certifications may be substituted at the discretion of the hiring authority if it provides the necessary knowledge, skills, and abilities outlined in the following section.
PREFERRED:
- Eight (8) years of experience in real estate with at least 5 years of experience with acquisitions and eminent domain
- Master’s degree from an accredited college or university in real estate, business administration, or closely related field
- Licensure as a real estate broker and/or appraiser
Knowledge, Skills, and Abilities:
- Knowledge of Colorado municipalities' organizational structures and local/state/federal land acquisition laws, including the Uniform Relocation Assistance and Real Property Acquisition Policies Act (Uniform Act).
- Expertise in right of way management, including negotiating and managing agreements and leases.
- Strong collaboration skills, with the ability to work with diverse teams to achieve common goals.
- Excellent interpersonal and communication skills, both written and oral.
- Strong organizational skills and the ability to manage multiple tasks and priorities effectively.
- Proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint), ArcMap/GIS mapping, and local/state/federal databases.
- Experience with standard office methods, procedures, and equipment, including document management and vendor contracts related to real estate services.
- Excellent negotiation, conflict management, and problem-solving skills.
- Ability to maintain confidentiality, work independently, and represent the City in a professional manner.
Essential Functions (Duties and Responsibilities):
- Manage City-owned real estate and mineral assets, including handling acquisitions and dispositions, eminent domain, and leasing.
- Consult with the City Attorney’s Office on litigation matters.
- Collaborate with interdepartmental teams on real estate asset needs and long-term planning.
- Develop and refine Division policies and processes to comply with City standards and Colorado statutes.
- Prepare City Council agenda items and make presentations on real estate and oil & gas matters.
- Create hiring documents, train staff, set objectives, evaluate performance, and manage the Division effectively.
Supervisory Responsibilities:
- Organize and delegate assignments to team members.
- Hire, train, motivate, and coach employees.
- Evaluate employee performance, set goals, and provide constructive feedback.
- Resolve conflicts and any customer service issues.,
- Develop more effective workflow processes.

- Work is primarily performed in an office environment.
