Upstate Colorado Economic Development is a public/private non-profit economic development corporation that provides services to all of Weld County. Our work focuses on supporting primary employers and community initiatives. Our goal is to help these employers bring new equity into the local economy. Upstate Colorado provides service to existing and expanding primary employers, and to those who are considering a Weld County location for their business.
Spanning almost 4,000 square miles from the Wyoming state line on the north to the Denver suburbs on the south, Weld County (Greeley MSA) is a leader in numerous industry sectors including manufacturing, energy, agricultural/food processing, business services, etc. With a current population of about 369,745, that’s projected to reach 482,139 by 2035; Weld County offers an extremely attractive business location that’s recognized for job creation and investment numbers that attract national and international attention.
Upstate Colorado is seeking an Operations & Revolving Loan Fund Manager to administer Upstate Colorado’s economic development loan and financing programs for communities in Weld County and Larimer County (Region 2), execute Upstate Colorado’s marketing strategy, provide bookkeeping services, and provide administrative support.
Major Duties & Responsibilities
- Promote and manage the Region 2 Revolving Loan Fund (RLF) program:
Assess initial viability and applicability of potential RLF projects with prospective borrowers.
Perform underwriting tasks of preparing loan analysis including: lien searches, credit checks, financial credit analysis and business plan analysis.
Prepare written summary and spreadsheet analysis of historical and projected financial statements for submission to the Weld/Larimer Revolving Loan Fund Committee.
Prepare all closing documents with legal advice, as needed, and conduct closing of loans.
Maintain records of closed loans and ensure timely repayment of loans. Conduct periodic visits to borrowers to ensure the viability of a business and to assess collateral condition.
Working with an attorney, pursue all collection actions necessary on loans that default.
Engage in state RLF networks and professional organizations, where appropriate.
Prepare quarterly written reports regarding RLF activity for the President and Board of Directors and report annually to Weld County and Larimer County commissioners.
Maintain an on-going marketing program to inform/remind audiences of the existence of the RLF program. The audiences include small business assistance providers, commercial lenders, chambers of commerce, economic development groups, and professionals (e.g. accountants and attorneys).
- Manage Upstate Colorado bookkeeping including accounts payable, accounts receivable, bank reconciliations, financial reporting, and payroll processing.
- Develop and execute overall marketing/communications strategy.
Maintain Upstate Colorado and associated websites.
Manage company social media presence.
Develop collateral materials and the tangible presentation of Upstate Colorado.
Plan and promote off-site events and meetings.
- Assist with researching and preparing economic and demographic information needed for our internal and external stakeholders.
- Maintain electronic Salesforce database.
- Prepare monthly board meeting minutes, maintain board member records, and notify board and committee members of special events and meetings.
- Other duties as assigned.
Knowledge, Abilities, Skills
- Communication skills: must have exceptional verbal and written communication skills.
- Financial analysis: must understand basics of commercial lending, credit analysis, business plan analysis, and financial reports in order to determine the financial condition of loan applicants and in turn, summarize and make recommendations to the loan committee.
- Closing process: must have knowledge and experience in requirements for loan and real estate closing process and principles of lien perfection.
- Knowledge of complimentary resources & loan programs at the local, state & federal level
- Knowledge of local and state governments: understanding of the location and function of all levels of local and state government in order to access information and approvals for RLF.
- Computer skills, including Microsoft Office Suite, Quickbooks, Adobe Creative Suite, SalesForce, and WordPress

Qualifications
- Bachelor’s degree in business administration, accounting, or related field from an accredited college or university.
- 3-5 years of experience in financial management, program administration, lending practices, accounting, or similar area.
- Must be able to manage multiple projects with excellent presentation, verbal and written communication skills.
- Must be able to prioritize effectively and meet critical deadlines.
Schedule
- Monday through Friday, 40 hours per week
- 8-hour shift
Ability to commute
- Northern Colorado: Ability to reliably commute to communities within Region 2 before starting work (Required)
Salary : $70,000 - $75,000
