An employee working in this position maintains all rigid and flexible pavements and structures within the City boundaries utilizing a variety of heavy equipment and pavement maintenance specific machinery, in accordance with the standards and guidelines of the City of Goodyear, State of Arizona and the Federal government.
The ideal candidate will have at least two years of experience performing temporary and permanent asphalt repairs or doing other streets maintenance related work. At least one year of experience in applying crack seal and maintaining unimproved right of way is strongly desired. The ideal candidate would have experience in reading and comprehending the requirements of the Traffic Control Plans and have the knowledge and skills to properly place traffic control equipment according to the MUTCD standards. The ideal candidate will be a team player who demonstrates respect towards all team members, and a deep commitment to safety in performing daily work. Preference would be given to candidates currently possessing a Class A CDL.

- Performs Labor intensive work on City Streets and ROW in extreme temperatures in excess of 100 degrees.
- Maintains roadways by removing and replacing medium to large sections of the asphalt, filling potholes, sealing cracks, setting up detailed and complex traffic control systems according to the MUTCD and Phoenix barricade manual, and operating a variety of heavy equipment such as the backhoe, compaction roller, Crack Seal machine, gannon tractor and three ton roller. Maintains concrete structures by removing and replacing sections of sidewalk, curb and gutter, and manhole rings. Operates jackhammers and pneumatic compacting equipment. Operates a 4-yard or 6-yard dump truck and self-contained patch truck. Operates air compressors, hydraulic tools and other similarly sized maintenance equipment. Utilizing an asphalt coring machine, takes core samples and properly logs them for historical data. Drives various size trucks when traveling to and from job sites.
- Maintains all unpaved roadways and shoulders utilizing a Road Grader, nine wheel pneumatic roller, and Water truck. Responsible for submitting blue stake requests and ensuring they are completed prior to beginning work.
- Performs weed abatement and cleanup of unimproved row utilizing weed trimmers, tractors, and water trucks.
- Upholds the City’s high safety standards and practices by actively participating in weekly safety meetings and frequent safety audits. Follows all prepared standard operating procedures and Job Hazard Analysis requirements. Assists in regularly updating these documents.
- Maintains the City’s Storm Drain system through routine inspections and maintenance. Completes minor repairs on storm drain structures and grates.
- Performs administrative duties by maintaining an inventory of tools, traffic control devices, street signs, and equipment in a spreadsheet as needed. Measures cuts for ordering of materials for projects. Provides maintenance of asphalt and concrete. Occasionally is requested to create detailed traffic control plans for submittal. Creates reports and spreadsheets to track information such as coring samples and inspections.
- Performs inspections on roads which includes mapping of certain types of surfaces and conditions. Performs inspection on the City storm drain system logging any failures or immediate concerns.
- Assists the street sweeping section as needed by operating sweeping units on scheduled routes and in emergency situations. Completes after hours standby services on a rotational basis. Responds to all emergency after hours events such as vehicular accidents and roadway flooding.
- Performs other reasonable duties as assigned.
- Formal Education/Knowledge: Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.
- Experience: Minimum one year experience in a related field.
- Certifications and Other Requirements: . Ability to obtain a Class A CDL with tanker endorsement within the first 12 months of hire. Ability to obtain level 1 traffic control certification within 6 months of hire.
- Reading: Work requires the ability to read The Phoenix Barricade Manual, The M.U.T.C.D., The FHWC Pavement Management Guidelines, The IMSA Workzone Study Guide, The City of Goodyear Engineering Standards and Guidelines manual, MAG Specifications Manual, A.D.O.T. Specifications Manual, IMSA Roadway Lighting Study Guide, Cart'e Graph's (4) and Operational Manuals.
- Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication and division.
- Writing: Work requires the ability to write reports, documentation's, work orders and college level critical and evaluative reading skills.
- Managerial: Semi-Complex- Work requires the occasional direction of helpers, assistants, seasonal employees, interns, or temporary employees.
- Policy/Decision Making: Moderate - The employee normally performs the duty assignment after receiving general instructions as to methods, procedures, and desired end results. - Demonstrate the ability to work cohesively as a team.
- Become familiar with the Street Maintenance Divisions Standard Operating Procedures and Job Hazard Analysis documents
- Demonstrate ability to identify key components of crackseal kettle, perform start up and shutdown procedures, and operate following all operating and safety procedures.
- Successfully complete a traffic control certification program.
- Successfully complete PM-10 course obtaining certification.
- Demonstrate the ability to identify asphalt cracks that should be filled and those that should not.
- Demonstrated the ability to properly identify and clean asphalt cracks prior to sealing.
- Demonstrate ability to identify asphalt deterioration such as alligatoring, depressions, rutting etc.
- Demonstrate the ability properly set up and take down a proper traffic control restriction following MUTCD and Phoenix Barricade Manual guidelines.
