Under general supervision, perform inspections and collect samples of commercial and industrial discharges in order to ensure compliance with Federal, State and local pretreatment standards and requirements; arrange or assist in laboratory tests; formal communication with customers; prepare reports; assist supervisor with review on new construction plans submitted to Building Safety for Plan Review and perform other duties as required.

The ideal candidate will have over one year of wastewater, sampling, and facility inspection experience and possess at least a Grade II in both Wastewate Treatment and Collections certification from ADEQ. The ideal candidate will also have over one year experience writing, reporting, and providing customer service in a business or professional environment.

This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.

  • Inspects and performs sampling events of commercial and occasional industrial users in the City of Goodyear sewer service area to ensure the City's Industrial Pretreatment Program complies with federal guidelines.
  • Prepares and drafts pretreatment reports, enforcement response, wastewater discharge permits, and a variety of other documents. Maintains comprehensive records and reports of sampling and monitoring programs
  • Determines compliance based on industry standards and City Code 12A. Follows enforcement response plans to develop return-to-compliance plans for users as needed. Trains internal and external customers on Best Management Practices regarding FOG (Fats, Oils, Grease) and pollution mitigation practices including proper disposal.
  • Identifies new FOG users by evaluating daily business license reports and other internal workflows. Organizes tasks and maintains productivity coordinating FOG inspections, illicit discharge manhole inspections, and grease hotspot upstream investigations.
  • Assists the Senior Industrial Pretreatment Inspector with inspections, sampling, flow data gathering and reporting as needed.
  • Participates in industry-related training events and occasional public outreach events.
  • Formal Education/Knowledge: Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.
  • Experience: Over one year in a related wastewater field.
  • Certifications and Other Requirements: Valid Arizona Operator's Driver's License, ADEQ Grade II Wastewater Treatment Certification, or ADEQ Grade II Collection Certification. Work involves Confined Space Entry.
  • Reading: Work requires the ability to read equipment manuals and reports.
  • Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication and division.
  • Writing: Work requires the ability to write memos, reports, letters and work orders.
  • Managerial: Semi-complex – Work requires the occasional direction of helpers, assistants, seasonal employees, interns, volunteers or temporary employees.
  • Policy/Decision Making: Significant – The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. More complex work as well as decisions with more significant impacts may be reviewed prior to being finalized.
  • Technical Skills: Broad Application - Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities.
  • Interpersonal/Human Relations Skills: The employee(s) in this position contact others within the organization. These contacts may involve similar work units or departments within the City which may be involved in decision making or providing approval or decision-making authority for purchases or projects. In addition, these employees work with individuals outside the City who may belong to professional or peer organizations. Working with various state and federal agencies may also be required of the employee. Vendors and suppliers may also be called upon for information on purchases, supplies or products. Meetings and discussions may be conducted with customers, brokers and sales representatives.

1. Attend the first available Goodyear Employee Orientation (GEO) and complete all related assignments.

  • Review and become familiar with the City’s mission, vision, and core values as well as Council’s strategic objectives and how the Water Services Department’s activities fit into the City’s overall mission.
  • Review and become familiar with the Water Services Department’s mission, vision, and core values as well as the department strategic operations plan.
  • Become proficient and knowledgeable in City and Department policies, guidelines, programs, administrative and procurement/budgeting processes, computer programs and systems utilized by the City, your position and workgroup. Demonstrate continuing progress and work closely with your supervisor on implementing new processes and programs as requested.
  • Become familiar with the organization, establish relationships with your peers and customers. Maintain those relationships to increase compliance based on the City’s core values.
  • Familiarize yourself with Goodyear ordinance 12A and how it applies to the COG FOG Program.
  • Develop skills in using SAMS software to manage and record FOG program activities. Focus on data integrity and error reduction.
  • Evaluate Goodyear’s non-permitted users (FOG) inspection program for efficiencies and improvements.
  • Demonstrate continuous learning of job responsibilities and expertise as called out in your job description and carry out effective verbal and written communications with your supervisor, team, and customers.
  • By the end of 12 months, independently administer and evaluate Goodyear’s non-permitted users (FOG) inspection program for efficiencies and improvements.
