Supervises and coordinates staff and contracted service providers for a variety of facility management functions. This position oversees building operations, maintenance, and renovation activities of the Facilities Services division; ensures proper safety standards are maintained, performs administrative duties, and procures services, equipment and materials. Responsibilities include the preparation and review of plans and quality of workmanship on all building equipment repairs and renovation of City facilities; responding to customer inquiries; generating reports, budgets; and providing leadership, direction, training, safety program oversight, and employee performance evaluations. Supervision is exercised over staff and contracted service providers for facility services such as; plumbing, carpentry, painting, fire life safety systems, badging, and mechanical equipment operation.
The ideal candidate will have a strong knowledge of facility maintenance, building systems, and safety compliance. This knowledge is typically gained through a minimum of 5 years of relevant experience and formal training in either a skilled trade or a postsecondary facilities management program. In addition, the ideal candidate should have a minimum of 3 years of experience in supervising Technicians or contractors, managing work, and holding individuals/teams accountable for quality and safety compliance. The ideal candidate will also possess strong communication and customer service skills. The ability to coach, develop, and evaluate staff performance are also components of the ideal candidate. Lastly, the ideal candidate will be comfortable managing multiple priorities and will be a reliable decision-maker who stays calm under pressure.

- Plans, organizes, directs, and inspects the work of Facilities Technicians and contracted service providers; estimates labor and material costs; prepares specifications for special contract items; reviews plans and specifications and makes recommendations as to maintenance and operation of new facilities prior to and during construction. Administrative functions include report writing, data analysis, presentations, city processes (e.g. entering and monitoring purchasing requisitions, tracking training of staff, budget monitoring, etc.). Typical software programs used include Outlook, Microsoft Suite (Word, Excel, PowerPoint), CMMS (Lucity), Canvas, Brady 360, etc.
- Inspects renovations and repair work in progress for quality of workmanship and compliance with specifications; coordinates work with other City departments; receives and investigates major emergency calls.
- Oversees compliance with the Departments Safety program and requirements manages employees through: regular performance appraisals, preparing and monitoring work schedules, conducting effective meetings, training staff in work procedures and methods, performance standards, and standard operating procedures.
- Prepares and submits operational data and reports as required and requested. Prepares and submits necessary monitoring information to appropriate state and federal agencies for compliance with environmental laws and regulations. Software programs used include Outlook, Microsoft Suite (Word, Excel, PowerPoint), CMMS (Lucity), Canvas, Brady 360, etc.
- Directs the purchase and inventory of materials, supplies and equipment; contacts vendors and service contractors regarding prices, delivery and services required for the effective operations of the Facilities Services Division; assists in preparing and monitoring division budget.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
- Actively participates in the development, implementation and updates of division safety reports and standard operating procedures, strategic planning, budget planning and monitoring, and emergency response programs.
- Formal Education/Knowledge: Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two-year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be required.
- Experience: Minimum of five years' experience in a related field.
- Certifications and Other Requirements: Valid Driver's License
- Reading: Work requires the ability to read manuals, reports, graphical information, and engineering guidelines.
- Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division, percentages, formulas, factors, and decimals.

First 3 Months
- Attend the next available Goodyear Employee Orientation (GEO) session and complete all associated assignments.
- Build familiarity with team members and their individual skill sets while effectively overseeing daily preventive and/or corrective maintenance operations.
- Develop proficiency with commonly used software applications, including Executime, PowerDMS, Threads, Velocity, Vector, Work Order/Asset Management systems, and Microsoft Office tools.
- Gain a thorough understanding of City, Department, and Division policies and standard operating procedures, demonstrating both knowledge of the content and the ability to locate these resources as needed.

- Identify and prioritize operational improvement opportunities and training needs, and provide written recommendations to your supervisor on a quarterly basis.

- Effectively oversee the Facilities Safety Program and consistently fulfill all “Supervisor’s Responsibilities,” including leading weekly safety tailgate meetings, completing and organizing incident reports, approving standard operating procedures, and ensuring compliance with all safety requirements.
- Develop a comprehensive understanding of all City of Goodyear properties, including their primary functions and major building systems.
- Meet the liaisons for all Facilities Division customer groups, and begin providing them with support and recommendations as needed.
- Develop a thorough understanding of the scopes, terms, and expectations of contracted service providers, including familiarity with vendor representatives and the specific nuances of each service contract.
- Properly utilize the City’s procurement system and consistently adhere to all procurement policies and procedures.
- Complete all required annual training for the City of Goodyear and the Public Works Department, including Customer Service, Safety, Ethics, Core Values, and other assigned courses.
- Review Division administrative systems and collaborate with the Facilities Superintendent to develop or update systems as needed, such as workflow processes and compliance-related maintenance for regulated systems (e.g., life safety, elevators, backflows, etc.).
- Actively participate in reviewing, updating, and renewing the Facilities Building Standards document and the Facilities Service Level Agreements.
