Position Purpose
The Transit Manager plans, directs, and coordinates the operation, compliance, and administration of the City of Glasgow public transit system, including service delivery, regulatory reporting, budgeting, and personnel management.
Essential Functions and Basic Duties
- Plan, implement, and evaluate transit routes, schedules, and service delivery
- Ensure compliance with federal and state transit regulations (FTA, ADA, DOT)
- Maintain required documentation, grants, and reporting (FTA, Title VI, ADA, drug/alcohol testing)
- Track, analyze, and report ridership, performance metrics, and operational data to support planning, compliance, and funding requirements
- Oversee safety programs and accident reporting
- Supervise, train, schedule, and evaluate drivers
- Enforce policies and handle discipline and grievances
- Assist in the development and administration of the departmental budget
- Approve expenditures, maintain records, and coordinate billing or fare tracking
- Assist with the administration of federal and state transit grants, including documentation, compliance, and reporting requirements
- Address complaints and service issues
- Coordinate with community stakeholders and partner agencies
- Operate transit vehicles and other City vehicles as needed to support service delivery, training, emergency coverage, or staffing shortages
- Assist with routine facility or vehicle upkeep as necessary to support operations
- Performs related duties as assigned
Qualifications
Training and Experience
- Graduation from an accredited high school or possession of an equivalent GED certificate.
Special Requirements
- Possession of a valid driver’s license
- Ability to obtain and maintain any required transit certifications (CDL if applicable, passenger endorsement if required)
- Ability to meet FTA drug and alcohol testing requirements
- Proficiency in standard computer applications and data management systems
Special Knowledge, Skills, and Abilities
- Knowledge of public transit operations and applicable federal and state regulations
- Proficiency in Microsoft Office (Excel, Word, Outlook)
- Ability to use scheduling, dispatching, or fleet management software
- Strong organizational, communication, and conflict resolution skills
- Ability to manage multiple priorities in a service-driven environment
