Under direct supervision, performs professional and technical duties in the General Services Department, at the entry to journey level. The position is integral to the customer service experience at the public counter, on telephone and e-mail correspondence. Assist in research, data collection and analysis; reviews and processes minor development applications; performs independent studies; prepares reports and recommendations. Assignments may focus on development planning, long-range planning, code enforcement, building services, or any combination thereof as required by the City.
Representative Duties
Building/Planning Technician position is assigned to the General Services Department: This is the entry-level position in the planning series. First point-of-contact at the public counter and via e-mail and telephone. Assists with research, writing, drafting, and graphics in the preparation of urban planning, development, zoning, architectural, and environmental issues and reports; assists in field surveys, data collection and makes computations. Specific duties include: accepts applications for development; assures that applications are complete and is able to explain application requirements. Prepares basic staff reports; performs plan checking, inspections and certifications of completion. May perform other related duties.
Organizational Responsibilities
This position reports to a Senior Planner or other specified position and is responsible for professional assignments at entry to journeyman levels. Assignments may concentrate on current development, long-range planning, community and economic development, code enforcement, building services, or any combination thereof as required by the organization.Education and Experience
A Bachelor's degree in Planning or related field. One (1) year of recent work experience in a private or public agency involved in land development functions, permit processing, or a closely related field is desirable.
Knowledge and Abilities
Must be knowledgeable in the principles of municipal zoning, acceptable research techniques and possess a basic understanding of due process. Knowledge of CEQA, state zoning and planning laws is desirable. Must communicate effectively both in verbal and written form. Must demonstrate ability to problem-solve and maintain positive and effective working relationships with the public, elected officials and agency personnel.
Skills
Coursework related to any of the following: Computer-Aided Architectural Drafting, Excel, Geographic Information Systems, Engineering Principles, Blueprint Reading, or California Building Code is desirable.
License
Must have and maintain a California Driver's License, Class C.
