What are the responsibilities and job description for the Solid Waste Operations Assistant / General Services-Transfer Station position at City of Gainesville?

To provide customer service and direction to the public regarding City Solid Waste services and operations; monitor and record all refuse entering the City solid waste facilities to assure that only authorized disposal of refuse occurs; to record and account for all customers and refuse being disposed at the transfer station; to provide customer service including monetary transactions at the transfer station; and to provide administrative support to the Solid Waste division of the General Services Department.  

EXAMPLES OF DUTIES

Duties and responsibilities may include, but are not limited to, the following:

Essential Functions:

  • Provides prompt, courteous and accurate customer service to the public, in personal and on the phone, including responding to customer inquiries regarding prices, acceptable waste, hours of operation, direction to different areas within solid waste facilities, etc., and tactfully and professionally responds to customer complaints and resolves customer issues. 
  • Processes cash, check and or debit/credit payments for solid waste disposal transactions; operates a cash register and makes appropriate change, processes credit/debit card transactions; issues register receipts to customers remitting payments.
  • Balances the cash drawer daily using receipts, cash and adding machine, identifying errors and taking appropriate steps to remedy and/or report and errors to the supervisor if not remedied.
  • Prepares bank deposit and/or transfers of cash/checks as needed; communicates to administrative staff to pick-up deposit bags, change, etc., as required and safeguards all receipts of cash/checks in accordance with accounting policies and procedures. 
  • Accurately performs accounting related duties pertaining to the receipt of cash, check and credit/debit receipts in order to ensure the integrity of the financial system.
  • Monitors all refuse entering the transfer station to ensure all incoming refuse loads are safe and do not contain any inappropriate or unauthorized materials according to city ordinance or other applicable laws and regulations; reports any violations to supervisor. 
  • Weighs all vehicles entering and exiting the transfer station to collect data and determine charges according to city ordinances.
  • Records all customers entering the transfer station, including customer name, address, driver’s license information and vehicle tag information. 
  • Prepares monthly billing data for charge accounts and enters data into utility billing/accounts payable program as required for invoicing.
  • Prepares data reports of solid waste services utilization and expenses for other city departments as requested. 
  • Maintains the scale house area and equipment for a safe and clean work environment; performs custodial duties as necessary to ensure a neat and clean work area inside the scale house; performs daily walks around the outside of the scale house to identify and remove any debris to ensure a neat and clean area outside and around the scale house.   
  • Secures and locks premises at the close of business each day.
  • Participates in and assist in the inventory and data collection for solid waste residential and commercial routes, including list of carts, list of containers, etc. as directed.
  • Performs an audit of commercial and residential carts semi-annually (in January and July of each year).
  • Maintains accurate records as required by TCEQ.
  • Provides accurate data for quarterly reports to management. 
  • Assists with customer service and clerical duties at the main solid waste office as necessary. 
  • Maintains cooperative working relationships and effective communications with co-workers and supervisory staff.
  • Monitors and responds to department CB radio communications promptly and courteously; keeps assigned CB radio in good working condition.   
  • Weekend work hours are required regularly. Typically, weekend hours will only be on alternating Saturdays when the scale house is open to the public during the months of April through January, but the open hours are at the discretion of management and subject to change.
  • Regular and punctual attendance is expected and required.

QUALIFICATIONS

Knowledge of:

  • Exceptional customer service and interpersonal skills.
  • Proficient use of adding machine with a high degree of accuracy with keyboard input and cash transactions.
  • Transfer station operations and procedures.
  • Principles and procedures of record keeping.
  • Basic mathematical principles.
  • Hazards and safety precautions related to transfer station activities.
  • Refuse acceptable for disposal at solid waste transfer station. 
  • Computers and department-specific software applications.

Ability to:

  • Work under pressure with constant interruptions and to work on more than one task at a time.
  • Work alone and with minimal supervision.
  • Work overtime as requested or required including extended hours, weekends and holidays.
  • Communicate clearly and neatly in person and in writing.
  • Maintain complete and accurate records and daily cash transactions.
  • Establish and maintain cooperative-working relationships with those contacted in the course of work.
  • Respond to requests and inquiries from the public using tact and professionalism.
  • Calculate load sizes accurately and make mathematical computations.
  • Operate and use various equipment including scales and electronic weighing devices.


Experience and Training Guidelines:

Any combination of education, experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:


Experience:

  • One year of transfer station operations preferred.
  • Demonstrated computer knowledge and skills.


Education/Training:

Equivalent to the completion of the twelfth grade.

PHYSICAL DEMANDS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • The positions functions within a crowded, busy setting with exposure to dust and musty odors.
  • Moderately physical position involving bending and stopping to reach customers at scale house windows.
  • Regularly required to sit. 
  • Frequently required to stand; walk; reach with hands and arms; stoop, kneel, crouch, or crawl.
  • Regularly required to use hands to finger, handle, or feel objects, tools, or controls.
  • Vision abilities include distance and peripheral vision.


WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounter while performing the essential functions of this job.

  • Work involves competing demands, constant interruptions, handling multiple tasks at one time.
  • May be required to work non-traditional hours as required, typically requiring one or two weekends per month. 
  • Workdays are typically spent entirely in the scale house; timing of lunch and restroom breaks to correspond with flow of customers into the transfer station facility.
  • Regularly exposed to extreme cold, extreme heat, and outdoor weather conditions.
  • Noise level is usually moderate to loud.
