JOB SUMMARY
The incumbent, under the supervision of under the guidance of the Easement, Building and Station Maintenance Program Manager, is responsible for facilitating purchasing of supplies/materials, timekeeping, recordkeeping, and administrative support for the Easement, Building, and Station Maintenance Program in compliance with the City of Fort Smith’s purchasing and payroll policies, compliance with requirements of regulatory agencies, compliance with requirements of the Consent Decree, and in coordination with the Utility Department comprehensive strategic management plan.

ESSENTIAL DUTIES/RESPONSIBILITIES
Note: All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive. Must show cooperation and respect to fellow employees and supervisors at all times. All other duties as assigned by the immediate supervisor and/or department director.

  • Provide administrative support to the department including: providing assistance and backup support to the Administrative Coordinator for Operations.
  • Assist in making copies, collating and binding reports, plans and specifications as directed; coordinating meetings; and communicating with other departments, vendors, visitors and citizens.
  • Prepare, obtain, and process limited purchase orders (LPOs), purchase orders (POs), requests for payment (RFPs), office supply orders, and prepares journal entries to track orders and payments.
  • Maintain the department’s extensive paper and electronic records and filing system including spreadsheets, databases, plans, personnel, contracts, and other files; and prepares spreadsheets and databases to aid in maintaining new and ongoing department records.
  • Perform timekeeping functions through a computerized payroll system.
  • Sort and distribute mail.
  • Receive and assist public and other personnel outside the department providing information and/or referring them to appropriate individuals.
  • Able to react to change in a productive manner and handle other essential duties as assigned.
  • Regular attendance and timeliness are required.
  • Participates in classes and/or attend conferences that are deemed necessary by the Easement, Building & Station Maintenance Program Manager.
  • Follows City, Utility Department, and Easement, Building & Station Maintenance Program safety practices and guidelines at all times, including wearing proper personal protective/safety equipment.
  • Must possess a valid driver’s license.
  • Working holidays, shifts and weekends may be required.
  • Working overtime may be required.

QUALIFICATION REQUIREMENTS

Minimum Qualifications
  • High school diploma or GED, with further training or course study in bookkeeping, office equipment and office practice.
  • Minimum of 2 years’ experience in general office work with experience involving financial records.

Preferred Qualifications
  • Associate’s Degree from a two (2) or four (4) year college or technical school, or a Bachelor’s Degree is preferred.
  • Ability to obtain an Arkansas Department of Environmental Quality Wastewater Operator License as determined by the supervisor based on need of understanding.
  • Ability to obtain an Arkansas Department of Health Water Treatment and Distribution Operator License as determined by the supervisor based on need of understanding.

OTHER SKILLS AND ABILITIES
  • Ability to read and interpret complex documents such as federal regulations, policy and procedure manuals.
  • Ability to write reports and correspondence.
  • Excellent communication, phone and interpersonal skills are also required.
  • Ability to effectively communicate with industry representatives, employees, federal or state regulators.
  • Ability to verbally communicate and provide excellent customer service.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to compute rate, ratio, percent, area, circumference, volume, and interpret graphs.
  • Ability to apply concepts of basic algebra and geometry.
  • Ability to use math to compute needed statistics for compliance determination.
  • Ability to understand in written, oral, or diagram form complex variables and analyze them and explain results to others.
  • Problem solving, and analytical ability are required to perform the duties of this position.
  • Ability to understand in written, oral, or diagram form simple variables and analyze them and explain results to others.
  • The employee should also have knowledge of modern office practices, procedures, and equipment.
  • Knowledge in the use of computers using Windows based word-processing, spreadsheet, and database application software.
  • Must be proficient in the use of 10-key.

POSITION DESIGNATIONS
This position is not designated as essential during inclement weather events. City services will be maintained during inclement weather, such as heavy snow or ice storms and all essential employees are expected to report to work due to the critical functions of the position. This position is able to work remotely.

This position does have the potential to drive as part of their regular job duties.

This position is designated as a safety/security sensitive position and is subject to random DOT drug and alcohol screenings and/or non-DOT drug and alcohol screenings (a safety/security sensitive position is one in which a momentary lapse in attention may result in injury or death of another person).

Depth perception and the ability to adjust focus are also required.

The employee is occasionally required to lift up to 25 pounds.

While performing the duties of this position, the employee is occasionally exposed to fumes or airborne particles, toxic and poisonous chemicals, caustic and corrosive chemicals, bio-hazardous material, explosive and flammable chemicals, and outdoor weather conditions. The employee occasionally works near moving mechanical parts and is at risk of electrical shock, radiation and vibration, and in high precarious places. The incumbent is also exposed to non-weather related wet, humid conditions.

The noise level in the work environment is usually moderate to loud.
