The Community Services Department's Community Enhancement and Compliance Division is seeking a Code Compliance Supervisor.
 
This position supervises Senior Code Compliance Officers and Code Compliance Officers in the enforcement of all laws, regulations and ordinances governing land use, minimum housing, signs, zoning, landscaping and related environmental issues. 

Work includes implementing community enhancement projects that promote and maintain harmonious relationships with individuals and neighborhood groups in the community. They determine work priorities when scheduling and assigning work, assist Senior Code Compliance Officers and Code Compliance Officers with cases and issues that arise. 

Work is evaluated by the Code Manager through conferences, review of reports, direct observations of performance, and the success of the program.

This job classification is included within the bargaining unit represented by Federation of Public Employees and therefore is subject to the terms and conditions of the Collective Bargaining Agreement between the City of Fort Lauderdale and Federation of Public Employees.

This is a Management Category III position which includes six (6) additional Management Vacation Days and a Vehicle Allowance of $250/month.
  • Supervises a comprehensive community enhancement and code compliance inspection program;
  • Supervises and participates in investigations;
  • Supervises subordinates in resolving citizen complaints and takes proper steps to inform appropriate departments;
  • Assists in planning, organizing, and supervising the work and training of subordinate inspectors; may assist in supervising office staff;
  • Issues citations to violators and coordinates the prosecution of violators when necessary, to assure compliance with ordinances;
  • Meets with attorneys, public officials, architects, engineers, fire marshals, builders, contractors and property owners;
  • Works with the Police Department in the enforcement of the Minimum Housing Code and building standards to clean up drug, crime, and blighted areas;
  • Supervises the maintenance of activity records and submits a periodic report reflecting workload, citations issued, compliance, and various enforcement statistics;
  • Attends homeowner association and other community meetings;
  • Recommends changes in policies, practices, and procedures of the Community Enhancement and Compliance Division; ensures that they are implemented with the approval of the Division Manager;
  • Represents the Division at quasi-judicial hearings;
  • Recommends disciplinary action in compliance with union contracts;
  • Completes employee performance evaluations and reviews;
  • Participates in administrative staff meetings; assists in the planning, development and execution of procedures relative to inspection and enforcement activities;
  • As assigned, assumes responsibility of the activity in the absence of the Division Manager;
  • Participates in the budget development and review process; 
  • Performs related work as required.
MINIMUM JOB REQUIREMENTS:

1. Associate degree in Business, Public Administration, or closely related field.
2. Three (3) years of experience in building, zoning, planning, or inspection services, preferably in a municipal government organization, two (2) years of which must have been in a supervisory capacity.
3. Possess or be able to obtain a valid State of Florida driver's license within 30 days after hire;
4. If claiming Veterans’ Preference, you must attach a copy of the DD214 Member 4 form (or other supporting claim documents) to your on-line application.

NOTE: Required certifications and license must be kept current to continue employment in this

PREFERRED QUALIFICATIONS:

  1. Advanced certifications in code enforcement through the Florida Association of Code Enforcement (F.A.C.E.), including Administrative Aspects of Code Enforcement, Fundamentals of Code Enforcement, and Legal Issues in Code Enforcement, or related certifications from recognized professional organizations such as the American Association of Code Enforcement or Code Enforcement Professional (CEP);
  2. Experience with tree protection, urban forestry regulations, landscaping codes, or arboricultural standards is highly desirable;
  3. Strong leadership with the ability to mentor and develop staff while fostering accountability, 
  4. Strong analytical and problem-solving skills to assess compliance trends and drive operational improvements, supported by proficiency in data tracking, performance metrics, and technology;
  5. Excellent interpersonal and conflict resolution skills, with the ability to effectively engage diverse community members, stakeholders, and internal departments;
  6. Ability to work independently with sound judgment, discretion, and a high level of professionalism.
PHYSICAL STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:
The position involves light physical demands, such as exerting up to 20 lbs. of force occasionally, and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects. Ability to lift, carry, climb, bend, stoop, kneel, crouch, crawl, reach, walk, push, pull, grasp, stand and access heights or areas where limited space is available.
