To perform housing inspection work including the assessment of rental units as outlined in the "Comprehensive Rental Inspection Code"; to prepare correspondence, records and reports; to coordinate rental and housing inspections with other City Inspectors; to enforce the International Property Maintenance Code and Housing Quality Standards requirements; to perform other duties as assigned by an employee of a higher level or Chief Building Official.
  1. Performs all duties required within the Code Enforcement Inspector I position, as well as the following:

Makes reports on field inspections; obtains evidence and prepares reports of violations of the Flint City Code pertaining to licenses, nuisances and enforcement activities specifically assigned to the Building and Safety Inspections Division for enforcement; appears in court as a witness on these violations.
  3. Conducts other inspections pertaining to surface water, garbage, and fires.
  4. Performs office duties and maintains records as directed by an employee of a higher level who assigns and reviews work for effectiveness.   Performs investigations regarding complaints and violations as directed;  Informs owners of violations, issues necessary violation notices, and makes re-inspections to see if violations are corrected within the prescribed time. Prepares and serves appearance tickets, violation notices and executes inspection warrants.
  5. Assists in the preparation of forms, building code appeals, and other documents required by the Building and Safety Inspections Division.
  6. Gives information to owners, contractors and the public on the municipal housing code and related municipal ordinances and regulations.
  7. Ensures compliance with HUD rules and regulations, monitors all phases of the rehabilitation process.
  8. Reviews with the supervisor cases that require initiating legal proceedings for violation of the municipal housing code or related municipal ordinances and regulations; in case of serious code violations, may take immediate action to remove occupants from residence. With assistance from outside agencies, takes necessary steps to temporarily relocate and provide proper custody and care of displaced persons.
  9. Keeps records of inspections; makes periodic reports and special reports such as detailed cost estimates, floor plans, and other documentation as required by office policy, ordinances and regulations.


  • Five (5) years full-time experience as a Code Enforcement Officer
  • Considerable knowledge of all types of building construction and of the standard practices, materials, and tools used in building construction.
  • Familiarity with state and municipal building laws, codes and related ordinances.
  • Ability to enforce necessary regulations with firmness and tactfulness.
  • Ability to prepare written reports and maintain records.
  • Knowledge of HUD rules and regulations related to Housing Quality Standards (HQS)
  • Ability to plan, write specifications and develop cost estimates for housing rehabilitation work.
  • Ability to effectively meet and deal with owners/tenants, government officials, insurance agents, and others involved in rehabilitation and modernization work.

NECESSARY SPECIAL REQUIREMENT:
  • Possession of a valid Michigan Driver's License.
  • Employee may be required to provide their own transportation.

Employees hired by the City must maintain residency as follows:  Local 1600 - within 20 miles of the nearest boundary of the City of Flint.
