While the foundational vision is in place—including ideas for a Supervisor Essentials program, a Leadership Academy, a monthly organization-wide training plan, and an expanded library within our learning management system—the new team member will have significant discretion, creativity, and ownership in shaping, developing, and implementing these programs into a cohesive and impactful framework.

POSITION RESPONSIBILITIES
- Researches, learns, and develops subject matter expertise on assigned training topics to create and deliver effective training programs for City employees and divisions.
- Develops and delivers a minimum of two (2) live original training sessions per month, as well as designs and creates additional online learning modules, using a multimodal approach with varied instructional methods including narrated presentations, video content, interactive activities, hands-on exercises, visual aids, job aids, and assessments following adult learning principles and instructional design standards. Training topics will vary, but may include work-life balance, stress management, communication skills, conflict resolution, teamwork, emotional intelligence, time management, professional development, leadership skills, team building, meeting effectiveness, customer service, employee recognition, and other topics as requested by City divisions.
- This position is responsible for coordinating and organizing employee training through external providers, as well as personally delivering in-house training sessions.
- Facilitates live and hybrid training sessions to City employees in-person and online.
- Delivers New Employee Orientation components related to workplace culture, City values, and professional expectations.
- Conducts needs assessments to identify training priorities and develops training solutions as requested by HRRM staff and other City divisions.
- Evaluates training effectiveness through assessments and surveys; analyzes data and improves programs based on feedback and results.
- Develops and maintains metrics to self-audit program effectiveness.
- Identifies, networks with, and supports internal subject matter experts across City divisions who deliver specialized training; provides guidance on instructional design best practices.
- Monitors training completion rates and follows up with employees and supervisors to ensure required training is completed.
- Coordinates in-house presenter and vendor-delivered training for specialized topics, as needed.
- Maintains the City's Learning Management System (LMS - NeoGov Learn): uploads content, manages user access, tracks completions, generates reports.
- Schedules training sessions, manages registration, communicates with participants, ensures resources and space availability, and maintains accurate records of all training activities, attendance, completion rates, and evaluation data.
- Develops and maintains both a City-wide and internal training calendar, marketing materials, communications, and library of training resources, job aids, and templates.
- Reviews and updates training content regularly for accuracy and relevance.
- Obtains necessary equipment, space, and other resources necessary to conduct training.
- Represents HRRM in meetings with City divisions, external agencies, and stakeholders regarding training and organizational development initiatives.
- Performs other duties as assigned.
Qualifications
MINIMUM REQUIREMENTS
- Bachelor’s degree in Education, Instructional Design, Organizational Development, Business Management, Communications, Public Administration, Human Resources or a related field.
- Three (3) years of professional experience in training development and delivery, instructional design, education, human resources, or a closely related field.
- Any combination of relevant education and experience may be substituted on a year for year basis. When a substitution is used, a high school diploma or GED is required at minimum.
- Proficiency in eLearning authoring tools (e.g., Articulate Rise, Storyline, Adobe Captivate, or similar platforms).
- ATD Certified Professional in Learning and Performance, eLearning Instructional Design Certification, or Leadership Facilitation Certification.
- Learning Management System administration experience.
- Demonstrated expertise creating multimodal learning experiences utilizing varied instructional methods and technologies.
- Comfortable with public speaking and live training facilitation.
- Regular in-office attendance is essential for delivering live training sessions, meeting with stakeholders, collaborating with subject matter experts, and ensuring availability for scheduled training delivery.
