What are the responsibilities and job description for the Public Works Supervisor - Right of Way position at City of Flagstaff?
This position oversees safety, compliance, training, and operational activities related to Public Works maintenance operations within designated City of Flagstaff rights-of-way. The role is responsible for identifying and mitigating hazards affecting public safety, City infrastructure, maintenance operations, and community aesthetics while promoting safe and efficient work practices.
Responsibilities include coordinating training and safety programs, developing operational procedures, monitoring compliance and performance, supporting risk management activities, and serving as a resource for the safe and effective use of equipment and tools.
Please note this position is currently pending funding approval by City Council and cannot be filled until after July 1st of 2026. Should funding not be approved you will be notified that the recruitment has been cancelled.POSITION RESPONSIBILITIES
- Provides excellent customer service to both internal and external customers
- Works with outside vendors and contractors to negotiate pricing on requisition of materials, supplies and services within assigned program(s)
- Coordinates activities with internal staff and external vendors on equipment related issues
- Establishes measures to improve work methods, use of equipment, changes in operations, working conditions, quality of work and any necessary program adjustments to increase efficiencies
- Responsible for accurate preparation of accident reports, time sheets, purchase requisitions, labor distribution, and liability claims
- Researches, develops, conducts, and evaluates training classes on various types of heavy equipment and proper procedures for the Fleet Services/Solid Waste sections, arranges for outside training as needed
- Develops, designs, and presents regular safety tailgate meetings for Fleet Services/Solid Waste personnel, using multiple formats, documents attendance and compliance, develops quizzes, tests and contests to engage Fleet Services/Solid Waste personnel in the safety program
- Develops, monitors, and tracks cross training program and assists assigned personnel with personal and professional development
- Tracks personnel performance, safety and compliance through the use of bi-weekly inspections, testing and scoring using a personnel performance matrix system, and maintains accurate records
- Researches, drafts and develops Job Hazard Analysis (JHA’s) and standard operating procedures (SOP’s) for all section equipment and job functions to ensure standardized safety and compliance
- Ensures personnel have the proper licensing, operational, and safety training
- Evaluates assigned program to ensure safety of personnel and the public
- Responsible for quarterly performance measure tracking
- Participates in the city’s budgeting process and tracks expenditures for assigned program
- May solicit bids and quotes
- Develops and maintains record keeping procedures for training and risk management purposes
- Prepares and submits detailed reports as required by the Public Works Manager
- Serves as on-site point of contact for the section’s program and maintains required safety data sheets
- Serves as the internal consultant regarding safe and efficient use of tools and equipment
- Attends conferences, seminars, and other educational and professional meetings
- Follows up on and resolves difficult customer complaint situations associated with the services provided
- Performs related duties as required
STREETS – RIGHT OF WAY
- Identification of hazards that present a threat to public safety, city infrastructure, city maintenance operations, and/or community aesthetics within designated City of Flagstaff right of way
- Supervision of vegetation control along roadsides and medians including tree/brush trimming and removal to maintain sight lines and clearance for vehicle, cyclist and pedestrian safety
- Supervision of debris, litter, unauthorized objects, and illegal dumping removal within designated City of Flagstaff right of way
- Planning, setting up, and maintenance of temporary traffic control in accordance with the Manual of Uniform Traffic Control Devices and local standards
- Emergency response during/after storms, accidents, or infrastructure failures
- Supervision of snow and ice operations
- Assign daily work tasks and prioritize workload based on safety, maintenance schedules, and maintenance requests
MINIMUM REQUIREMENTS
- Associates or technical degree in a related field
- Three (3) years of experience related to area of assignment (i.e. equipment operation, vehicle shop operations, street maintenance, solid waste, hazardous products, etc.) including two (2) years of safety and training experience
- Three (3) years of supervisory experience
- Must possess, or obtain upon employment, an Arizona Class B Commercial Driver’s License (CDL), and required endorsements within six (6) months of employment.
- One (1) year of computer experience including Microsoft Outlook, Word, and Excel
- Or any combination of education, experience, and training equivalent to the above Minimum Requirements
DESIRED EXPERIENCE AND TRAINING
- Considerable knowledge of the proper operation of a wide diversity of equipment in field conditions
- Valid Arizona Class A Commercial Driver’s License (CDL), and required endorsements within six (6) months of employment
- Three (3) or more years of past hands-on technician experience, including diagnosis and repairs, in automotive, heavy truck and equipment, emergency vehicles, or closely related mechanical fields. (Fleet assignment only)
- Current Automotive Service Excellence (ASE) certifications for heavy trucks and equipment (Fleet assignment only)
- Working knowledge of industry technologies, including telematics, computer diagnostics, emissions control systems, and electric vehicles
- Experience in working with multiple types of vehicle and heavy equipment diagnostics tools and programs
- Manager of Landfill Operations Certification. (Landfill assignment only)
- 40-hour HazWoper Certification within one year of hire date
- American Traffic Safety Services Association flagger, traffic control technician, and traffic control supervisor certification or equal (Streets/Streets – Right of Way assignment only)
- National Incident Command System ICS 100, 200, 700, and 800 certifications (Streets/Streets – Right of Way assignment only)
- Experience with the use of asset and/or work management software to log daily activities, locations, asset conditions, and maintenance needs
- Experience with the use of payroll software
- Strong knowledge of right of way regulations, infrastructure, and public works operations (Streets/Streets – Right of Way assignment only)
- Strong verbal, written, and digital communication skills in the areas of leadership, conflict resolution, and technical documentation (Streets/Streets – Right of Way assignment only)
- Experience, certification, and/or knowledge involving heavy construction equipment such as graders, loaders, backhoes, aerial lifts, roadway stripers, rollers, and associated implements (Streets/Streets – Right of Way assignment only)
- Experience, certification, and/or knowledge involving small construction equipment such as skid-steers, mini-excavators, utility work machines, tractors, chippers, and associated implements (Streets/Streets – Right of Way assignment only)
- Working knowledge or certification in common landscape practices such as irrigation, backflow, arborist techniques, and vegetation remediation (Streets – Right of Way assignment only)
OTHER REQUIREMENTS
- Must possess, or obtain upon employment, a valid Arizona driver’s license.
- Regular attendance is an essential function of this job to ensure continuity.
- Must have the ability to be contacted and to respond in a timely manner and be willing and able to perform emergency work after hours, weekends and or holidays as necessitated by the job. This can include working twelve (12) hour shifts.
- All Emergency Service Employees shall maintain their principal residence within the state boundaries of Arizona. All Emergency Service Employees, except those holding a position in Fire, will arrive at the assigned or emergency work location within one (1) hour from notification to report to duty.
- Employees may be designated a take home city vehicle.
- Employees who are designated to take home a city vehicle per the Vehicle Take Home Administrative Policy must live within the prescribed area. The defined as a twelve (12) mile radius from Flagstaff City Hall or thirty-five (35) miles eastbound, westbound, and southbound from the I-17 and I-40 exchanges, or ten (10) miles from Flagstaff City Hall along Highway 180 North with a five (5) mile wide corridor (2 ½ miles on each side).
- Incumbents of this position are subject to pre-employment drug/alcohol screening, and post-employment random, post-accident, and reasonable suspicion drug/alcohol testing.
- May be required to be on call as assigned for user department service needs. Standby and Call Out Pay per city policy applies.
