JOB DUTIES
ESSENTIAL DUTIES:
Works under the general guidance and direction of the Administrative Services Director and the Administrative Services Deputy Director.
Supervises Materials Specialist and Material Technician employees, providing assistance and guidance as needed.
Works independently with no direct on-site supervision.
Responsible for implementing the goals, standards and objectives of the Administrative Services Department as well as the goals, standards and objectives of the division.
Delegates tasks as appropriate and needed.
Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.
Keeps management and customers fully and timely informed of pertinent activities that affect them.
Responsible for improving responsiveness to customer needs and operations efficiency.
Exercises, directs, and ensures a safe work environment in the warehousing area at all times.
Provides leadership and direction to Warehouse team members in all situations, including but not limited to pandemics, natural disasters, force majeure, vendor disruption, product shortage, personnel shortage, or other disruptive events. Develop and administer contingency plans as needed.
Creates, maintains, coordinates and prioritizes daily work schedules and assignments to ensure adequate Warehouse operational coverage and completion of required tasks.
Plans and leads regularly scheduled employee team meetings.
Trains Warehouse team on inventory policies and procedures.
Oversees and conducts employee cross training, to ensure all team members are trained in all aspects of Warehouse operations, including ordering, receiving, fuel system, surplus, hazard waste, and so on.
Tracks and directs training requirements and regulation compliance for all team members.
Provides timely and regular feedback to Warehouse team members.
Prepares and delivers employee annual reviews, to promote communication, facilitate better working relationships, provide useful feedback about job performance, and contribute to professional development.
Supervises work and activities of the Warehouse team to ensure that all inventories are properly managed, including stock levels, orders, receipts, storage and disbursement to the various departments of the City.
Maintains a thorough knowledge of materials and supplies utilized by City departments and the safest, most efficient ways to store these items. Emphasis is to be placed on the unique and specialized electrical inventory requirements.
Possesses a working knowledge of the City accounting system line items that apply to materials and supplies.
Periodically reviews operational procedures for efficiency, productivity and compliance with applicable regulations.
Communicates regularly with using departments to assure that inventory items reflect actual needs and are in accordance with standards and specifications.
Works closely with Farmington Electric Utility System personnel to ensure adequate product coverage and stock levels, accurate product specifications, and material quality control.
Serves as an essential member of the Electric Standards Committee, communicating and responding to inventory-related questions and concerns.
Maintains effective inventory stock controls to prevent unwanted inventory accumulations, stock outs and unneeded surpluses. Recommends and may develop strategies to maintain inventories at the lowest levels consistent with on-time deliveries.
Considerable knowledge of vendors, bid specifications, ordering procedures and schedules associated with inventory items.
Works with Purchasing to establish, maintain and track inventory purchase contracts, ensuring compliance with State Procurement Codes.
Reviews Warehouse inventory item bid and quote specifications for accuracy and completeness.
Reviews and approves contract requisitions for inventory replenishment.
Assists Warehouse personnel in identifying and resolving inventory-related discrepancies.
Assigns new stock numbers and adds items to inventory as needed.
Monitors all inventory for obsolescence. Works with Materials Specialists to identify specific items for disposal and submits lists to appropriate personnel for approval.
Recommends, requests approval for and performs or delegates inventory adjustments, as needed.
Utilizes auxiliary software programs and applications to extract data for reporting and inventory management decisions.
Prepares reports and provides data on Warehouse operations as needed for the Administrative Services Director. Provides inventory-related information as needed to requesting departments and divisions.
Monitors innovations and trends in inventory management and Warehouse Management Systems, and makes recommendations for purchase or implementation to appropriate City personnel.
Ensures completion of cycle count inventory as part of the city audit process.
Oversees and monitors City's fuel storage and distribution facilities, including site maintenance, record keeping, fuel purchase contracts, and compliance with Federal and State regulations.
Reconciles fuel inventory at least once annually, harmonizing tank fuel levels, deliveries and transactions with the inventory system. Submits fuel inventory adjustment requests to Administrative Services Controller for approval.
Manages receiving, short and long-term storage, and distribution of non-inventory materials for all City departments, including, but not limited to, daily shipments, hazardous waste, pesticides, project materials, and surplus materials, as needed.
Reviews, authorizes and administers the storage, sale or disposal of all surplus, excess or scrap material.
Coordinates and administers the City's on-line auction for surplus supplies and equipment. Monitors auctions for accuracy, completeness and compliance with State and City standards.
Oversees the maintenance and repair of all warehouse facilities and equipment. Manages and directs warehouse storage requirements and locations, both buildings and yard.
Operates forklifts as needed to backup Warehouse personnel.
Operates a motor vehicle to assist in carrying out the business of the department and the City.
Leads, directs and oversees Warehouse-related projects as needed.
Identifies divisional budget requirements for review by the department head.
Operates the Warehouse within the budget established by City Administration.
Executes and maintains the Warehouse Emergency Action Plan, assigning roles, providing training and conducting drills as necessary to ensure team readiness.
NON-ESSENTIAL DUTIES:
Performs duties of subordinate personnel and other job-related duties as needed.

Cross train on other positions and train others to be a backup for this position.
Maintains City of Farmington vehicles to keep clean and notify supervisor immediately of any issues.
Serves as a member of various quality control and specification committees, division head's supervisory team and communicates key organizational issues to team members.
Responsible for implementing the goals, standards and objectives of the Administrative Services Department as well as the goals, standards and objectives of the division.
Maintains and adheres to safety procedures, and directs a safe working environment.
Attendance at work is an essential function of this position.

QUALIFICATIONS
This position is subject to the City of Farmington's Drug and Alcohol-Free Workplace Policy which includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing.
A pre-employment physical and or drug/alcohol test is required for this position.
Graduation from High School or GED equivalent and five (5) years of increasingly responsible experience in purchasing or warehousing operations with at least one year of supervisory experience in an organization maintaining a large and diversified inventory or any equivalent combination of education and experience.
Certified in Production and Inventory Management (CPIM), Certified Supply Chain Professional (CSCP), Certified Professional in Supply Management (CPSM) or similar supply chain and inventory management certification preferred, or ability to obtain certification within three (3) years of entry into position.
Experience in a utility warehousing operation is preferred.
Valid New Mexico driver's license with acceptable driving record for the past three years.
Must possess a New Mexico Petroleum Storage Tank Bureau Class A/B Operator certification, or obtain certification within one year of hire date.
Obtains and maintains forklift operator certification for all classes of Warehouse forklifts.
Must have a telephone at residence and be willing to be on 24-hour call; must be able to be at the Municipal Operations Center within thirty (30) minutes after receiving a call.
Ability to employ critical thinking skills to resolve inventory and personnel-related problems, including but not limited to inventory discrepancies, billing discrepancies, specification inconsistencies, storage limitations, operational inefficiencies, scheduling difficulties, etc.
Must be proficient in the operation of personal computers, software and browser-based applications. Current software packages frequently and extensively used include CentralSquare NaviLine, Microsoft Excel and Word, Cognos reporting software, Insight Spreadsheet Server, SynTech FuelMaster and multiple browser-based applications.
Ability to establish and maintain effective working relationships with co-workers, supervisors, other City personnel and the public.
Excellent verbal communication, written communication, analytical and problem-solving, and customer service skills.
Must effectively communicate with management, purchasing staff, inter-departmental customers and suppliers. Communications must be efficient and timely to keep all informed of issues and pertinent activities that affect them.
Good attention to detail skills required, without succumbing to analysis paralysis.
Experience in inventory and materials control procedures.
Strong work ethic, displaying initiative, adaptability, and integrity.
Ability to work under stress and handle stressful situations.
Works independently with minimal supervision.
Extensive background checks required.
