What are the responsibilities and job description for the City Engineer position at City of Farmers Branch?
Under the general direction of the Director of Public Works, the City Engineer is responsible for the management of the City's engineering functions, include the planning, directing, and coordinating of the professional engineering and administrativeactivitiesassociatedwiththeinfrastructureoftheCityof Farmers Branch in the Department of Public Works.
- Provides for the planning, scheduling, and engineering design or design review and project coordination of the pre-construction and construction phases for all public works improvements and development projects involving street plans and profiles, drainage structures, water distribution, and wastewater collection.
- Provides for the inspection of in-house or consultant-designed public works construction projects, including streets, drainage construction, water, and wastewater projects, to determine compliance with City codes and ordinances and approved engineering plans and specifications.
- Administrates engineering design proposals and design and construction contracts for all water, wastewater, street, and drainage projects, including periodic review of project design, ROW acquisition documents, consultant review, and contract administration.
- Provides staff support for bond program analysis and presentation, including cost estimating, design feasibility, technical expertise, scheduling, and management.
- Responsible for Capital Projects Fund Programming, Scheduling, Allocating, and Expense Tracking for GO Bonds, Utility Bonds, SOUS Bonds, General Funds, Utility Funds, Private Development Participation Funds, and NCTCOG/TxDOT Funds.
- Provides staff support for plat reviews and submittals to the Planning and Zoning Commission and City Council.
- Administers the City flood insurance program and monitors and enforces floodplain regulations.
- Administers the engineering and operations components of the Utilities Division and Transportation Division, including the design, construction, funding, and budget management, as well as Annual Maintenance Programs.
- Responsible for utility permitting for the installation and maintenance of public utilities within the street right-of-way and public utilities.
- Establishes and maintains professional relationships with senior Transportation staff of NCTCOG relative to transportation issues, both Local and Regional, to address the construction of planned corridor improvements on State Highway and Freeway Corridors and their relationship to the City’s Thoroughfare Network.
- Establishes and maintains professional relationships with Senior Staff of TxDOT relative to Transportation Issues, both Local and Regional, to address the construction of planned corridor improvements on Freeway Corridors and their relationship to the City's Thoroughfare Network.
- Performs related duties as directed when such duties are a logical and appropriate assignment to the position.

Bachelor's Degree in Civil Engineering from an ABET accredited college or university, is required. 7 years of experience in supervising, designing, planning, and directing engineering projects related to municipal public works, including 3 years of supervisory experience or any equivalent combination of training and experience.
Extensive knowledge of, and ability to apply, the principles and practices of organizational management, and personnel and financial administration in the design and implementation of engineering projects.
Thorough knowledge of engineering is applied to the methods and practices essential to storm drainage management, sidewalk and street construction, environmental permitting, water and sewage operations facilities, transportation planning, and traffic operations.
Ability to develop long-term plans and programs and to make sound decisions on matters of operational policy and administrative problems.
Ability to meet and dealt act fully with the general public and to communicate effectively and clearly, both orally or in writing.
Ability to establish and maintain effective working relationships with other employees, City officials, and the general public.
Ability to communicate in a clear, effective, and concise manner both orally and in writing. Ability to design and/or supervise the design of public works projects.
Ability to prepare technical reports, estimates, construction, and cost records.
Skilled in the use of automated office equipment such as PCs.
Valid driver's license and ability to maintain while employed is required.
Texas Board of Professional Engineers Professional Engineer license, required, with specialization in the field of civil engineering preferred.
Certified Flood plain Manager(CFM) or the ability to obtain within6monthsofemploymentisrequired.
Work Environment:
Works primarily in climate controlled office environment with occasional exposure to weather conditions. Physical demands are primarily sedentary requiring little physical effort in working with light (up to 20 lbs) easy to handle materials. Requires sitting, standing, walking, reaching, bending.
