About the Role:
The Assistant Parking Director plays a key leadership and administrative role in
supporting the daily operations of the City of Everett Parking Department. This position
assists the Parking Director in ensuring parking operations are managed efficiently,
consistently, and in compliance with applicable city policies, ordinances, and collective
bargaining agreements. The Assistant Parking Director helps oversee administrative
functions, customer service operations, parking enforcement coordination, payroll
processing, budgeting support, and departmental reporting while contributing to the
continued growth and development of the department.
Essential Duties and Responsibilities:
-Administrative Operations:
• Maintain accurate and up-to-date records related to parking permits, citations,
appeals, and enforcement activities.
• Prepare reports, logs, correspondence, and other documentation related to
parking operations.
• Manage departmental files, databases, and records to ensure accuracy,
accessibility, and compliance with record retention requirements.
• Support the implementation of new parking programs, technologies, and policy
initiatives.
-Customer Service and Public Relations:
• Serve as a primary point of contact for residents, businesses, and visitors
regarding parking-related inquiries.
• Respond to questions and concerns related to permits, citations, appeals,
parking regulations, and departmental procedures through phone, email, and in
person interactions.
• Provide professional and courteous customer service while resolving issues and
escalating complex matters as necessary.
-Enforcement and Compliance Support:
• Coordinate with Parking Enforcement Officers to support daily operational needs
and ensure effective enforcement activities.
• Assist with citation appeal processes, hearing preparation, and related
documentation.
• Monitor and help ensure compliance with local parking ordinances, city policies,
departmental procedures, and applicable union agreements.
• Assist in evaluating operational effectiveness and recommending improvements
to parking enforcement and administration.
-Personnel and Payroll Administration:
• Process payroll and review employee time records for accuracy.
• Manage employee leave requests, including requested day-off forms, in
accordance with departmental policies and collective bargaining agreements.
• Assist with staffing coordination and workforce scheduling as needed.
• Prepare reports related to staffing levels, productivity, citations issued, and other
operational metrics.
-Financial and Resource Management:
• Assist with departmental budget planning, monitoring, and reporting.
• Coordinate purchasing activities, including supply ordering and inventory
management.
• Support equipment procurement, maintenance tracking, and replacement
planning.
-Leadership and Department Support:
• Assist the Parking Director with day-to-day management of departmental
operations.
• Serve as a resource for staff and help ensure consistent application of
departmental policies and procedures.
• Act on behalf of the Parking Director when assigned.
• Participate in strategic planning efforts to enhance parking services and
departmental performance.
Knowledge, Skills and Abilities:
• Knowledge of municipal parking operations, parking enforcement procedures,
and applicable regulations.
• Strong organizational and administrative skills with attention to detail.
• Excellent written and verbal communication skills.
• Ability to analyze data and prepare detailed reports.
• Proficiency in Microsoft Office Suite and database management systems.
• Strong customer service, problem-solving, and conflict-resolution skills.
• Ability to work effectively with city officials, employees, union representatives,
and members of the public.
MINIMUM QUALIFICATIONS
• Associate’s degree in Public Administration, Business Administration, Criminal
Justice, or a related field; bachelor’s degree preferred.
• Three (3) to five (5) years of progressively responsible administrative, municipal
operations, parking management, or related experience.
• Supervisory experience preferred.
• Must have a flexible work schedule and be available to work evenings,
weekends, and other shifts as required.
